Six Standards of a Conditional Use Permit <br /> Provide an explanation on how the proposed land use will meet all six standards. <br /> 1. The establishment, maintenance or operation of the conditional use will not be detrimental to or endanger the <br /> public health, safety, comfort or general welfare. <br /> DCLS has operated out of the Dane County Job Center with no detriment to health, safety, or <br /> welfare of the public. Moving the operation to the Blooming Grove site will not result in any <br /> change and the proposed uses are similar to the existing use of the facility and will fit in with <br /> the underlying C-2 Commercial zoning. <br /> 2. The uses, values and enjoyment of other property in the neighborhood for purposes already permitted shall be in <br /> no foreseeable manner substantially impaired or diminished by establishment, maintenance or operation of the <br /> conditional use. <br /> The proposed government use does not differ significantly from the existing government use <br /> and will not have a negative effect on the neighboring properties. <br /> 3. That the establishment of the conditional use will not impede the normal and orderly development and <br /> improvement of the surrounding property for uses permitted in the district. <br /> The neighborhood is existing development, the change in government use will not have an <br /> effective on the redevelopment potential of the surrounding area. <br /> 4. That adequate utilities, access roads, drainage and other necessary site improvements have been or are being <br /> made. <br /> This facility is located in an existing development. The amount of access and utilities provided <br /> to the fire station will be adequate to serve the needs of both DCLS and DCEM. The <br /> proposed uses will not affect access and use by others of these utilities. <br /> 5. Adequate measures have been or will be taken to provide ingress and egress so designed as to minimize traffic <br /> congestion in the public streets. <br /> Traffic circulation will be similar to that of the fire station for the Bookmobile, Readmobile, and <br /> DCEM vehicles. The site provides ample existing parking for staff and visitors as well as <br /> circulation for delivery vehicles. <br /> 6. That the conditional use shall conform to all applicable regulations of the district in which it is located. <br /> The existing facilities conform to the regulations of C-2 zoning and the proposed uses are <br /> consistent with uses permitted within the commercial zoning districts. <br />
