Broom Street
Madison, WI 53703
Re: County Zoning Petition #3747
Dear Mr. Atkins:
This is to clarify our staff comments concerning the proposed rezoning to
B-1 for an office for a computer programming firm in Section 35 of the
Town of Middleton. The policy quoted is from the Dane County Farmland
Preservation Plan for the Town of Middleton area. This specific plan was
not adopted by the Town of Middleton, however it was adopted in 1981 by
the then Dane County Agricultural , Extension Education, Zoning, Planning
and Water Resources Committee; the Regional Planning Commission; and the
Dane County Board. Thus, while it is not necessarily an adopted town policy,
it is an adopted policy of Dane County as part of the County Farmland
Preservation Plan.
The urban service area is clearly a place where urban development is
encouraged, where the plan states this purpose: "To provide an area for
higher density residential , commercial and industrial development on public
sewer, water and other necessary urban services." The qualifier in the
purpose and in the policy is urban services.
Both the purpose and policy statements indicate that urban development is
only appropriate when urban services are available. Since there are no
urban services to the site, urban development at this time seems premature
according to the adopted policy.
Sincerely,
,,e"7--"tee r t
Thomas L.
