Broom Street <br /> Madison, WI 53703 <br /> Re: County Zoning Petition #3747 <br /> Dear Mr. Atkins: <br /> This is to clarify our staff comments concerning the proposed rezoning to <br /> B-1 for an office for a computer programming firm in Section 35 of the <br /> Town of Middleton. The policy quoted is from the Dane County Farmland <br /> Preservation Plan for the Town of Middleton area. This specific plan was <br /> not adopted by the Town of Middleton, however it was adopted in 1981 by <br /> the then Dane County Agricultural , Extension Education, Zoning, Planning <br /> and Water Resources Committee; the Regional Planning Commission; and the <br /> Dane County Board. Thus, while it is not necessarily an adopted town policy, <br /> it is an adopted policy of Dane County as part of the County Farmland <br /> Preservation Plan. <br /> The urban service area is clearly a place where urban development is <br /> encouraged, where the plan states this purpose: "To provide an area for <br /> higher density residential , commercial and industrial development on public <br /> sewer, water and other necessary urban services." The qualifier in the <br /> purpose and in the policy is urban services. <br /> Both the purpose and policy statements indicate that urban development is <br /> only appropriate when urban services are available.
