Fleck: December 7th,1983 <br /> re : Clarification of multiple zoning on the Queen of Apostles <br /> This application is basically a re-affiirmation of the efforts <br /> made between July and November 1979. Given the time lost and the <br /> rapid deterioration of the money market; the project was blocked. <br /> You will note that the principle changes are that the entire <br /> tract is being purchased, subject to re-zoning on about half of it; <br /> and the business organization being used to develope and sustain the <br /> program is a "limited profit entity. "By law the maximum private profit <br /> is limited to six percent per annum of equity invested. The mortgage is a <br /> joint issue between W.H.F.A. and D.H.S.S. under the C.H.A .P. terms for <br /> housing needs of the elderly and disabled. It is a 30 year loan. <br /> The goals are unchanged. The aim is to retain the Pallottine <br /> Fathers property as a single entity focused toward providing over the <br /> long term; care and comfort for the elderly and certain disabled persons <br /> in our community area. <br /> In that there is no mechanism for P. U.D. programs presently , ' have <br /> sought to incorporate the many uses via the zoning catagories as they <br /> presently exist. There are five major use catagories but with conditional <br /> use approval it appears that the 8-1 , C-1 &R-4 will suffice. <br /> #1 . B-1 zoning. This allows for a small groceries/sundries retail store. <br /> * Cond. 9c)4.B allows a gasoline dispensing and minor service store. <br /> The nearest food and fuel outlets areover one mile away. <br /> 42. B-1 zoning. Allows professional service offices ,medical , dental, <br /> phar�cuticals and related retail. <br /> 43. R-4 zoning. Allows for clusters of one and two bedroom independent <br /> cottage units with attached one car garages/storage space. <br /> * Cond. 10.08 (10) . This is for the"guests" of our residents who are <br /> visiting in Wisconsin seasonally. It is anticipated that the maximum <br /> sites needed would not exceed 30 and on average closer to 10-12 <br /> motorhomes or self contained trailers would be camped at a given time. <br /> No year round trailer residency is allowed. Seasonal useage from <br /> April-October is anticipated. <br /> Note this is not intended as a condominium program. No cottages <br /> or campsites will be sold, no legal description created. Leases only. <br /> #4. 0-1 zoning. Allows existing dairy barn to be modified for a variety <br /> of resident uses/interests ;eg.woodworking , light metal and glass <br /> shaping ,bicycle repair,small engine repair- all hobbiest interests. <br /> It would be able to accomodate a small craft/boutique& custom <br /> made items of the residents. It would accomodate occasional sales of <br /> excess personal property and unit storage spaces for the personal <br /> property the residents wish to retain in a storage condition. <br /> YL5.0-1 zoning. This is the central facility building. It is oriented <br /> first toward the resident needs and in that capacity a wide array <br /> of community and neighborhood activities will be accomodated.
