The area is <br /> outside the present central Urban Service Area and is not served by <br /> public sanitary sewer or public water system. <br /> Development of this site to accommodate the uses proposed would be <br /> totally inconsistent with the objectives and policies for regional <br /> development as set forth in the Dane County Land Use Plan, specifically: <br /> 1. That the pattern of development should maintain the visual <br /> and functional distinction between urban and rural areas. <br /> 2. That development should be encouraged in the form of compact <br /> contiguous growth around existing cities and villages. <br /> 3.
