January 30, 1984 Mr. Ernie Skalitzky Rt. #1 4230 Acker Road Madison, Wisconsin 53704 REFERENC'" Vandalism Dear Mr.5Kalitzky: In response to your inquiry reference the increased potential for vandalism at the proposed site of Loribob's Country Western establishment, I have formed the following conclusions, based on my education as a Crime Prevention Specialist and 16 years of service as a Law Enforcement Officer. Vandalism like many other social problems is a crime of opportunity and in most cases can be reduced by removing the opportunity for the commission of these crimes. It is my opinion after viewing your proposed plans and prints, that you will be reducing the opportunity for the commission of vandalism in and around your proposed establishment. I submit the following reasons for justification of my conclusions. 1. More than 77 percent •of all vandalism cases are committed by juveniles under the age of 18. `This age group will not frequent your establish- ment. 2. Improved security is regarded as the most efficient overall answer in the prevention of vandalism. Your proposed utilization of security officers will address this issue. 3. Lighting has long been used to reduce the opportunity for the commission of crime. The proposed utilization of lighting will provide an adequate deterrent to vandalism. 4. Because of the location of your establishment, pedestrian traffic will be at a minimum and the presence of more vehicle traffic in the area ' will also reduce the opportunity for the commission of vandalism. In concluding my letter, let me say that it is important that proper exterior lighting be utilized and that the placement of the lights is important for the safety and security of pedestrians and traffic in this area.
