January 30, 1984 <br /> Mr. Ernie Skalitzky <br /> Rt. #1 4230 Acker Road <br /> Madison, Wisconsin 53704 <br /> REFERENC'" Vandalism <br /> Dear Mr.5Kalitzky: <br /> In response to your inquiry reference the increased potential for vandalism <br /> at the proposed site of Loribob's Country Western establishment, I have formed <br /> the following conclusions, based on my education as a Crime Prevention Specialist <br /> and 16 years of service as a Law Enforcement Officer. <br /> Vandalism like many other social problems is a crime of opportunity and in <br /> most cases can be reduced by removing the opportunity for the commission of <br /> these crimes. <br /> It is my opinion after viewing your proposed plans and prints, that you will be <br /> reducing the opportunity for the commission of vandalism in and around your <br /> proposed establishment. I submit the following reasons for justification of <br /> my conclusions. <br /> 1. More than 77 percent •of all vandalism cases are committed by juveniles <br /> under the age of 18. `This age group will not frequent your establish- <br /> ment. <br /> 2. Improved security is regarded as the most efficient overall answer in <br /> the prevention of vandalism. Your proposed utilization of security <br /> officers will address this issue. <br /> 3. Lighting has long been used to reduce the opportunity for the commission <br /> of crime. The proposed utilization of lighting will provide an adequate <br /> deterrent to vandalism. <br /> 4. Because of the location of your establishment, pedestrian traffic will <br /> be at a minimum and the presence of more vehicle traffic in the area ' <br /> will also reduce the opportunity for the commission of vandalism. <br /> In concluding my letter, let me say that it is important that proper exterior <br /> lighting be utilized and that the placement of the lights is important for <br /> the safety and security of pedestrians and traffic in this area.
