MINUTES <br /> DANE COUNTY <br /> HIGHWAY AND TRANSPORTATION COMMITTEE <br /> Meeting date : March 26 , 1984 at 7 : 30 p .m. <br /> Meeting location: Highway and Transportation Department <br /> Members present : Norman Arendt, Warren Buchner, Oliver Hanna, Roberta <br /> Leidner and Stuart Levitan <br /> Members absent : None <br /> Others present: Paul Rapp, John Norwell, Norb Scribner, and various <br /> citizens per list on file at H & T office <br /> Audit by Committee . <br /> Hanna moved, Buchner seconded, to approve the March 19 minutes . Passed. <br /> Discussion of access permit application No . 84-4 of Ernest Skalitsky <br /> for Sylvia A. Robinson on CTH "CV" in the Town of Burke. Norwell and <br /> Scribner briefed Committee on traffic numbers , access to CTH "CV" and <br /> USH 51, and zoning matters . Mr. Skalitsky was questioned by the Com- <br /> mittee as to the proposed operation of the country-western type night- <br /> club, the number of cars expected, size of parking lot, etc . Opposition <br /> from neighboring businesses concerning possible vandalism, and citizens <br /> pointing out traffic safety problems such as the large influx of cars , <br /> poor vision, and drinking by driver patrons , was also discussed. <br /> Levitan moved, Buchner seconded, approval of access <br /> permit No . 84-4 for change in use to country-western <br /> nightclub , provided the applicant successfully <br /> complies with the following conditions : the imme- <br /> diate installation and maintenance of a type C road <br /> intersection; the installation and maintenance, if <br /> and when stipulated by the H & T Committee, of a <br /> type A side road intersection, or any other safety <br /> measure deemed necessary and appropriate by the <br /> Committee; the paving of the access areas ; and the <br /> posting of signs indicating "Exit Only" on CTH "CV" <br /> and "Entrance Only" on Acker Road. Passed 3-2 <br /> (Leidner and Arendt voted no) . <br /> Resolution No . 320 , 1983-84 (VACATING PARTS OF BRICKSON PARK ROAD) was <br /> discussed. Ken Clarke and Ron Todd appeared on behalf of the VonRuten- <br /> bergs , owners of the property in the Town of Westport, and explained <br /> the vacation dedication development of the area. <br /> Arendt moved, Hanna seconded, to recommend Reso- <br /> lution No . 320 for adoption.
