MEMORANDUM <br /> TO: George Austin <br /> FROM: Charles Montemayor <br /> DATE: April 24, 1984 <br /> RE: RIK Proposal <br /> This is in response to your request for the staff of the RPC to partici- <br /> pate in several studies the city is doing relative to the Rural Insurance <br /> property development as a research park located north of Old Sauk Road <br /> and west of the Beltline. It is our understanding the studies will <br /> include traffic generation, environmental issues including stormwater <br /> runoff, urban sprawl , and potential housing development in western Dane <br /> County. This is a staff response and has not been reviewed by the Dane <br /> County Regional Planning Commission. <br /> • <br /> The Proposal <br /> .It is our understanding that the Rural Insurance Company intends to <br /> develop a 406 acre parcel of land located north of Old Sauk Road and <br /> west of the West Beltline as a research park specialized manufacturing <br /> area. The development would be phased over a period of 20 years with the <br /> first phase to occupy 12 lots in the southeast section of the area. <br /> Initial employment of phase one is estimated to be approximately 1 ,000 <br /> jobs with a fully developed park employment of 7,000. City staff has <br /> indicated that a majority of this employment is expected to be generated <br /> from existing firms that would transfer from other sites in the region. <br /> About 1 ,000 new jobs would be created. <br /> Relation to Adopted Plans <br /> The proposed 406 acre development is entirely within the Central Urban <br /> Service Area as delineated on the adopted County Land Use, Water Quality <br /> and Farmland Preservation Plans. The County Land Use Plan does not • <br /> designate specific land uses nor does it designate which unit of govern- <br /> ment should provide the services. However, the area was proposed as <br /> residential when the central urban service area boundary was amended to <br /> include this area in 1974. <br /> The City of Madison Land Use Plan as revised and adopted in 1983, does <br /> not include the area at all , and thus does not propose specific land <br /> uses. We believe specific land uses should be addressed for this area <br /> in addition to examining the impacts of an industrial park development. <br />
