The proposed rezoning parcel is located in the urban service area of the <br /> Town of Westport Land Use Plan. A policy for the urban service area <br /> states, "All development must be served by public sewer". According to <br /> the application, four lots served by septic tanks are proposed. Therefore, <br /> while the use and zoning district are appropriate, the unsewered develop- <br /> ment is inconsistent. Development in an urban service area should be <br /> served at the time of development as the policy states to save the home- <br /> owner the cost of installing septic tanks now and public sewer service <br /> later. Also the larger lots make public sewer service much more <br /> expensive when it is eventually installed. From a farmland preservation <br /> perspective, the urban service areas offer a higher density development <br /> area thus allowing more development and using less land than unsewered <br /> development. Thus, to make efficient use of the urban service area and <br /> be consistent with the town plan, it should be served by public sewer. <br /> RES. <br /> T. & .
