'49.* 7 •4
-. .
The Windsor Planning Commission met on Nov. .19, 1984'. Chairian Larry
Sobyak called the meeting to order at 7:30 p.m. Comm. members present
were Art Anhalt, Ray Meixner, Vince Vorndran, Nancy Nimocks, Tom Thomsen
and Nancy Kessenich.
Elgin Porter was present regarding the division of his property. John
Flies is interested in buying ten acres from Elgin but would need two
parcels. Nine acres including bldgs. and one acre for future use,(office
map #11491 ) . Art Anhalt made a motion seconded by Nancy Nimocs that
we recommend to board approval of office map #11491 . i•iotion passed.
Wayne Acker was present to discuss his preliminary survey, pet. #3360,
requesting a zoning change from C1 to C2, on his property on Lake Rd.
He said a drainage ditch will be put in when weather periaits along the
fence line between him and Hon Schwebs from CV to the railroad tracks.
Wayne Acker explained that Lloyd Denman would like to put up a 40x80 ft.
steel bldg. to use as an auto body shop. The bldg. would have 4 over-
head doors, one of which would be a paint booth. Altng with painting
some sand blasting would be done. three trucks and a sand blaster of
Lloyds would be kept outside. Work would be done on semi-tractors,
cars, trucks etc. Tom Thomsen said he talked to residents in the area,
• •and they are opposed to that type of work being done in the_area considerii
it is mostly residential. Larry Sobyak and Laney .mocks suggested we
should wait and see what our survey shows as to placement of business
in the township. Nancy Kessenich wondered if that type of business mi,-ht
over tax an already busy road. A motion} was made by Tom Thomsen and
seconded by Clancy Kessenich to recommend to the board that approval of
pet. 3360 be denied for the following reasons: 1 . 4e wait to see the
survey results. 2. The business described does not fit with the other
business and residents that is across 'from it. Lotion passed.
•
Tom Gros a was present. He had a plat of Windsor eadows on .j-ray Rd.
and wanted to know if he could split a parcel of 17.6 acres in half. •
He was told that any property out' of the urban service area must be a
minimum of 40 acres.
Steve Bubul and Joan Balogh from Regional Planning were present to
talk about environmental corridors. They will also be tabulating our
survey results with their computer. Joan used four maps to show how .
to decide where building should or should not be put because of drainage,
wetlands etc. , and the problems that would occur if building were done
to those locations. Joan will be makeing up over-lay maps which will
give us a more adcurate picture of certain areas. She will meet with
Art Anhalt and Tom Thomsen on Mon. Nov. 26 to to walk and check out
wetlands. whey will look at the. Schwebs and Acker property.
Further discussion on the C. Armen request for rezoning from C1 to C2
or possibly AB was done. Tom Thomsen made a motion seconded by Nancy
Nimocks that we recommend to the board that the zoning request from Cl
to C2 be denied in view of the fact that the town is contemplating a
plan for commercial use of the U.S.A. Motion passed.
Tom Thomsen made a motion seconded by Vince Vorndran that the Jerry
Newman request for rezoning from R1 to R3a be approved, as long as they
drive onto CV, not back onto CV. 'Lotion Passed.
Meeting adjourned.
pectful y Submit ed,
La cy K enich, Secy.
