Approval might have <br /> been granted contingent on Mr. Fredenburg's agreement to <br /> provide, 1 ) proof of ownership of the 15 acres; 2) sealed <br /> storage facility for the leachate; 3) a bond to cover the <br /> cost of monitoring the groundwater; 4) financing inplace. <br /> However, the Town Board did not feel justified in assuming <br /> the responsibility of continued monitoring and/or liability <br /> involved in case of groundwater pollution, since the Town <br /> does not have the necessary technical staff or financial <br /> base. <br /> Yours truly, <br /> Stanley Se1je, Clerk <br /> P.S.
