4/10/85 <br /> D R A F T <br /> Town of Cottage Grove <br /> Zoning Petition 3376 <br /> Based on several meetings with the applicant, neighboring land owners , plus <br /> { county and state professional staff, the Town of Cottage Grove Planning Committee <br /> recommends: <br /> A. Conditional rezoning to the A-B Agriculture Business District on <br /> the condition that the only permissible uses shall be those now <br /> established (silage storage and sales , and ammonia tank). The <br /> required covenant binding the property must be recorded before <br /> the zoning change will become effective. <br /> B. The following conditions of operation must be met: <br /> 1 . All areas where corn silage is stockpiled must be covered <br /> with an impervious surface such as asphalt or concrete. <br /> The edges must be raised to catch the leachate, and the <br /> surface sloped to the collection system. All construction <br /> must meet or exceed U.S.D.A. Soil Conservation Service <br /> recommendations. The size of the operation will be limited <br /> to tons of silage per year. <br /> 2. The leachate presently ponded in the low area east of the <br /> silage storage site shall be removed as completely as possible <br /> and knifed-in as per item 4 below. <br /> 3. The future leachate from the silage storage area must be <br /> collected and temporarily stored in an impervious retention <br /> pond or tank. The system must be constructed in accordance- <br /> with the recommendations of, the USDA Soil Conservation Service <br /> and/or the Wisconsin Department of Natural Resources. <br /> 4. The owner must remove the leachate from the retention pond <br /> frequently enough to prevent it from becoming anaerobic (septic) . <br /> (This could mean weekly removal in warm weather. ) The leachate <br /> must be knifed-in on suitable agricultural land. The rate of <br /> the application shall be based on the nitrogen uptake of the <br /> crop to be grown per the analyses and recommendations of the <br /> Department of Natural Resources , Soil Conservation Service <br /> andyor UW-Extension. <br /> 5. The owner must install at least 3 test wells to monitor ground- <br /> water conditions as a safeguard should any of the systems' <br /> lining fail . The wells shall be located and constructed to <br /> specifications of the Dane County Public Health Department. <br /> There shall be a weekly monitoring of these wells by on-site <br /> visits of Health Department staff or submission of samples to <br /> the Health Department. <br />
