Dane County Agriculture, Environmental and Zoning Committee <br /> Dane County Regional Planning Commission Supplemental Staff Comments 4/1/85 <br /> Petition 3411 <br /> No comments were made for the March hearing since background information <br /> indicated the fish farming operation employment as the rationale for the <br /> houses. With the new information brought out by Mr. Scribner at the March 26 <br /> meeting and Mr. Fleck's memo of March 29; it appears the intent is very different <br /> than the original application. <br /> The land in question is in the Agricultural Preservation Area of the Town <br /> of Montrose Land Use Plan, which allows for farm-related houses, but has very <br /> specific policies and criteria for non-farm houses: <br /> "4. To limit non-farm residential development to those areas not <br /> classified as prime farmland or those of statewide importance (as <br /> shown on soil map) . <br /> - Lot size, 2 acres minimum. <br /> - Density limited to one lot per 35 acres of farm owned as of <br /> September 11 , 1978. <br /> - No roads or driveways shall be permitted to cross agricultural <br /> land to reach proposed non-farm development. <br /> - All lots required to front on a public road. The use of common <br /> drives is encouraged to minimize the number of access points <br /> along town roads. <br /> - Lots will be rezoned from agriculture if all policy criteria <br /> are met." <br /> Comments: <br /> The parcel has small areas of prime and statewide soils, but none in the specific <br /> sites shown on the petition. We do note however that most of the parcel has <br /> severe and very severe limitations for septic tank installations. <br /> - The spots proposed for rezoning add up to 1 .4 acres, while the plan <br /> indicates 2 acres minimum for each. <br /> - The density of one lot per 35 allows for one additional lot, not two, <br /> since the original parcel is 55.9 acres. No fractions are allowed by <br /> Montrose according to the statement on page 7. <br /> "The one lot per 35 acres is meant literally, with no <br /> fractions allowed." <br /> - There is a driveway back to the building complex now. Any additional <br /> drives would have to cross agricultural land. <br />
