Irwin at this time. Because <br /> the structure on the parcel has been vacant in excess of one year and <br /> because the cost of rehabilitation will exceed fifty percent of the <br /> assessed value of the structure when it was vacated, we feel the <br /> structure is classified as non-conforming to County and Local building <br /> codes.
