a $
August 6, 1987
Supervisor Lyman F. Anderson
875 Union Road
Oregon, Wisconsin 53575
Re: Petition #4045 to be
heard Aug. 11, 1987
Dear Mr. Anderson:
We are Dane County residents and own and farm land in
the Town of Medina. We ask that Petition #4045, by Supervisor
Don Osterlie, to Dane County Zoning Ordinance, Section 10. 01
30 (a) to change the definition of livestock to permit one sheep
or goat to be considered a pet in agricultural districts, not be
approved. We don' t believe a sheep or goat should be considered
a pet in agricultural districts.
Our situation with our neighbors is probably the best
example. We live an agricultural district, but a portion of our
land is bordered by two parcels, 39 ,097 square feet each, which
are zoned R/W-Residential. One parcel contains a house and the
other parcel contains a large barn, a good sized machine shed, a
small tool shed, a two-car garage, a well and a ranch style
house.
In the spring of 1986 there were three ponies being kept
on the parcel with the barn and the ponies were rode into my 1985
soybean crop, causing a great deal of damage. I have never
recovered the full loss of the beans. Although keeping the
ponies on this parcel was in violation of the zoning ordinance,
they remained there until very recently. Now the owners of this
parcel have goats which we must contend with.
The goats either jump the fence or crawl through it,
onto my wheat field. Then the owners go through the field to re-
trieve the goats. All of this is creating more damage to my
crops, which it is unlikely that I will ever receive compensation
for.
In order to get a fence between my property and these
two adjoining parcels, in an effort to keep their animals off my
property, it was necessary for me to consult a lawyer to follow
the right procedure. The fence cost me $1,101. 00 for my share,
plus my legal expenses and a surveyor ' s cost. Now I find that
the goats are getting through a portion of the old fence, so I
will be forced to put up an additional fence on my property to
keep them out.
