The way the dairy is situated , their farm equipment <br /> frequently crosses Schneider Road. Capitol Drive is a blind <br /> corner for traffic coming from the West. The Wagners should also <br /> have an opportunity to express their opinion on a change that <br /> might effect the safety of their operation. <br /> Southern access via Airport Road would eliminate an extra 1 1/2 <br /> miles as compared with the Schneider Road route, and would <br /> eliminate a critical time delay for emergency vehicles. <br /> Since neither Mr. Wyngaard nor his developer currently own <br /> property to the South to facilite access to the proposed <br /> development and because we understand that area is controlled by <br /> the Town of Middleton , it may take time to negotiate access via <br /> that route. It is proper that the necessary time be taken so <br /> that the rights of the majority of the property owners on Pine <br /> Cone Circle are not violated for an "easy option" . 1 <br /> � <br /> Another possible access to` the intended 40-acre plat is through <br /> adjacent farm land to the East. The Board 's immediate reaction <br /> to that suggestion was that access through farm land would be in <br /> violation of the farmland preservation act. During the <br /> discussion of this suggestion , the board members stated that by <br /> • allowing this exception , it could be used as an example for <br /> , future exception applications - because this has happened in the <br /> past. Also brought out during the evening was the fact that the <br /> Board was revising "their plan" . <br /> We request that access from the East be given serious <br /> consideration by the Board. If exception has been granted in the <br /> past , we claim the same right. Then when the Board finalizes <br /> their "revised plan" , denial of future exceptions could be <br /> clearly defined. If the owner of the farm land is interested in <br /> selling no more than 2 acres of his property, some of which may <br /> not be farmed , this would be the easiest solution and would not <br /> . effect ANY adjacent property owners. The traffic from this <br /> access would most likely flow onto Airport Road , and this access <br /> is closer still for emergency vehicles from Middleton. <br /> Also discussed at Tuesday night 's meeting was access from Hickory <br /> Ridge Trail to the West. This is the authorized access to the <br /> proposed 40-acre plat. This is the access that is shown on maps <br /> of the area dating back to 1973. <br /> It has been presented by residents of Hickory Ridge Trail that <br /> this is not a safe access to the plat because of the grade of the <br /> existing road. A former board and planning committee approved <br /> the Hickory Ridge Trail access. We request that the present <br />• board should investigate as to how to make that , the planned <br /> access, usable before dening the rights of a majority of the <br /> property owners on Pine Cone Circle. <br /> • 2 <br />
