Smiley, Director of Community <br /> and Regional Development Planning �� <br /> DATE: September 22, 1987 <br /> RE: Supplemental Comments on September Zoning Cases <br /> CUP *617 — Expansion of Brigham County Park <br /> The Town of Blue Mounds Plan has no policy or mapped element acknowledging <br /> this proposed expansion of the park. A number of town plans address this <br /> Issue of park expansion, however this one does not . If this were a request <br /> for a single family home, the first two policy criteria are: <br /> "a. Land where there has been no history of farming activity. <br /> b. A parcel too small to be economically used for agricultural <br /> purposes. " <br /> This area Is farmed and has been for many years. <br /> The request , however Is for public open space use. If there were another <br /> direction suitable for the expansion it would be preferable to the use of <br /> farmland, however the steep wooded slopes to the north and east are not usable <br /> as parking and playfield areas. <br /> The public need for additional lands has been stated in several ways. The <br /> 1970 County Park and Open Space Plan recommended adding 60 acres to this park <br /> as a first priority. The current County Open Space and Outdoor Recreation <br /> Plan adopted in 1983 states the following about Brigham Park. "Long range <br /> plans should Include acquisition of open space adjacent to the south boundary <br /> of the park. This land would be used for additional parking and recreational <br /> open space. " <br /> The County Park Commission supports the public need by requesting funds for <br /> acquisition and applying for this permit . <br /> If the Justification of public need for this addition Is made in the mind of <br /> the supervisors, this permit should be approved. <br /> TLS: Jes <br /> RPC <br />
