Smiley, Director of Community and Regional Development Planning �� DATE: September 22, 1987 RE: Supplemental Comments on September Zoning Cases CUP *617 — Expansion of Brigham County Park The Town of Blue Mounds Plan has no policy or mapped element acknowledging this proposed expansion of the park. A number of town plans address this Issue of park expansion, however this one does not . If this were a request for a single family home, the first two policy criteria are: "a. Land where there has been no history of farming activity. b. A parcel too small to be economically used for agricultural purposes. " This area Is farmed and has been for many years. The request , however Is for public open space use. If there were another direction suitable for the expansion it would be preferable to the use of farmland, however the steep wooded slopes to the north and east are not usable as parking and playfield areas. The public need for additional lands has been stated in several ways. The 1970 County Park and Open Space Plan recommended adding 60 acres to this park as a first priority. The current County Open Space and Outdoor Recreation Plan adopted in 1983 states the following about Brigham Park. "Long range plans should Include acquisition of open space adjacent to the south boundary of the park. This land would be used for additional parking and recreational open space. " The County Park Commission supports the public need by requesting funds for acquisition and applying for this permit . If the Justification of public need for this addition Is made in the mind of the supervisors, this permit should be approved. TLS: Jes RPC
