, <br /> -2- <br /> After several months, it is expected that much of the initial oxygen demand <br /> will be exerted and the volume of the yard waste will be reduced to approximately <br /> one-half of its initial volume. In order to maintain aerobic conditions and to optimize <br /> the composting process, the windrows will be turned several times per year. <br /> After one year of composting, the composted material will be removed from the <br /> site to make room for the next season's yard waste. The finished compost will be made <br /> available to the public free of charge with remaining amounts used as a mulch and as a <br /> soil additive at Lake Farm County Park. <br /> 2.3 Site Size <br /> The prposed Lake Farm compost site will occupy four acres. Its expected <br /> capacity will be 20,000 cubic yards. <br /> 2.4 Present Land Use <br /> The site is located on land that is owned by the Dane County Park Commission. <br /> The land is reserved for long-term development as part of Lake Farm Park. No scheduled <br /> park use is planned for the next 10-15 years. Lake Farm Park also consists of land <br /> located north and east of the proposed compost site. The remaining land in the area is <br /> primarily agricultural. A small residential development is located to the west along <br /> Libby Road. The agricultural land to the south of Libby Road is the site of the <br /> proposed Libby/DeBeck landfill. These current and proposed land uses are unlikely to <br /> be affected by the proposed yard waste composting operation. <br /> The prcpaeed compost facility meets the location and performance standards as <br /> specified in NR 502.02(2) and NR 502.04(3) Wisconsin Administrative Code with the <br /> exxception of seven private wells that are within 1200 feet of the site. These wells <br /> range from 200 to 1100 feet from the proposed compost site. A setback exemption is <br /> requested for these wells. <br /> Proper grading of the site and the permeable base should result in the <br /> production of only small amounts of runoff. The nature of the materials being <br /> composted and the fact that moisture will likely need to be added to maintain optimum <br /> moisture levels make the chance of adverse environmental effects unlikely. <br /> 2.5 Potential Markets for the Compost <br /> The public will be allowed to pick up the finished compost at the site free <br /> of charge. The remaining compost will be used as a mulch and to augment topsoil <br /> supplies at Lake Farm County Park. <br /> 2.6 Waste Disposal <br /> All of the composted material will be given away or used at Lake Farm County <br /> Park as described in the previous section. As a result, it is not expected that a <br /> surplus of composted material will be stored on site. If more composted material is <br /> produced than can be used at Lake Farm County Park, area farmers will be contacted to <br /> take the surplus. Composted yard waste will not be landfilled. Any trash mixed in with <br /> the yard waste will be removed and disposed of at Dane County Landfill Site No. 2. <br />
