BOARD OF SUPERVISORS <br /> \ <br /> r <br /> e - ._i �` CInuntu of &ttnr <br /> �\CON9,�_ COURT HOUSE - MADISON, WISCONSIN 53709 <br /> December 8, 1987 <br /> Town Board <br /> Town of Blooming Grove <br /> 3325 Thurber Avenue <br /> Madison, WI 53714 <br /> RE: Maintenance of Libby Road <br /> To Whom It May Concern: <br /> As was discussed at the Town of Blooming Grove Board meeting of November 18, Dane County <br /> Public Works Department plans to operate a yard waste composting site within the Town of <br /> Blooming Grove on land that is scheduled for future development as part of Lake Farm <br /> County Park. The site will be located off of Libby Road. The land will be leased by <br /> the Public Works Department on a yearly basis subject to park development plans of the <br /> Dane County Parks Department. As a result, the use of the site for yard waste composting <br /> may only be temporary. As mentioned at the meeting, Dane County Public Works Department <br /> estimates that when the site is operating at its maximum capacity as allowed by the DNR, <br /> the increased traffic on Libby Road will be 5-10 trucks per operating day. The site will <br /> operate from May thru November. As a result, trucks will not be coming to the site in the <br /> early spring when the road bed is soft and road damage is most likely. <br /> Dane County Public Works Department fully understands your concern that,the presence of <br /> the yard waste composting site will cause increased road maintenance expense for the Town <br /> of Blooming Grove. We would like to assure you that Dane County has every intention to <br /> be a good neighbor and cooperate with the Town of Blooming Grove in maintaining Libby <br /> Road and other town roads that are negatively affected by the operation of the composting <br /> site. <br /> The Dane County Public Works Department will be monitoring the number of vehicles using <br /> the site and will accept responsibility for road maintenance accordingly. Dane County has <br /> in the past performed road maintenance where county functions have been responsible for <br /> road damage or an increased rate of road surface deterioration.
