CUP *637 The composting of yard wastes Is a needed public service. We <br /> urge careful runoff control to protect the wetland/floodplain of <br /> the Starkweather Creek to the south. <br /> *4124 This Is in the agricultural preservation area of the Town of <br /> Dunn Plan. The sewer serving the subdivisions south of Mahoney <br /> Road runs down Tower Road. The applicant indicates the lot will <br /> be sewered, however It Is not In the urban service area. This <br /> would require an amendment to the urban service area to be <br /> consistent with relevant plans. This specific site is not <br /> contiguous to the urban service area which runs along Mahoney <br /> Road. <br /> *4126 This site Is In an unsewered development area where residential <br /> development is allowed, however Sun Prairie policy indicates an <br /> 80,000 sq. ft. minimum lot size. The R-1A parcel would have to <br /> be enlarged to be consistent. <br /> *4128 The proposed recreational use is in the agricultural <br /> preservation area of the Town of Rutland Plan, where there is no <br /> provision for such use. The commercial policy is: "To allow <br /> for commercial development needed to support existing <br /> agricultural activities." This facility is not ag-related. <br /> *4129 Policies for agricultural preservation In Dunkirk state In part : <br /> "Nonfarm residential development will be restricted to those <br /> areas with soils not classified as prime farmland or those of <br /> statewide Importance. " The entire area of this petition Is <br /> prime farmland according to the USDA Soil Conservation Service <br /> definition. <br /> *4133 & <br /> CUP *639 The parcel is In the central urban service area and planned for <br /> commercial development. There are a series of transportation <br /> related concerns which should be addressed prior to approval of <br /> this proposal . <br /> Hotel Proposal- Watts & Gammon <br /> This site Is at the northeast corner of Gammon and Watts Roads, and Is at <br /> a key intersection on Madison's far west side. The west side of this <br /> intersection was recently upgraded to accommodate traffic from Wal-Mart <br /> and adjoining developments, and Gammon Road north through the Interchange <br /> has also recently been improved. In addition, a traffic signal has been <br /> Installed at Watts Road, and turn restrictions have been Imposed for <br /> safety reasons to prohibit left turns for southbound Gammon Road traffic <br /> on to Seybold Road. <br />
