Besadny
hr.,' 3911 Fish Hatchery Road Secretary
Fitchburg, WI 53711
September 26, 1986 3320
Mr. Steve Thurman
Federal Land Bank
4602 East Washington Avenue
P.O. Box 7922
Madison, WI 53707
Dear Mr. Thurman:
On September 2, 1986, I made an inspection of the water supply system serving a
property near Waunakee owned by the Federal Land Bank and leased by Mr. Roger
Kippley. More specifically, the well is located in the NW4 of the NWi, S17,
T9N, R9E, Town of Westport, Dane County and has a street address of 5818 Endres
Road, Waunakee. The inspection was made because of complaints that had been
received from two of the tenants which occupy the home on the property. The
tenants are Ms. Susan Dludkowski and David Harmon and Mitch and Theresa
DesMarais.
The age of the well serving the property is not known nor are the construction
features known. The well is located only about 5 feet from the storage barn on
the property, over 300 feet from the septic tank and soil absorption field
serving the house on the property, about 18 inches from a yard hydrant, about 45
feet from a concrete stave silo, and about 45 feet from the nearest edge of a
concrete wall which is to be the start of an above ground silage pit. However,
silage was noted right up to the edge of the well , because it is being dumped by
trucks onto the blacktop driveway before being pushed up into the above ground
silage storage stack.
The top of the well terminates about 8 inches above grade and is provided with a
two-piece sanitary well seal . A 2 h.p. Franklin submersible pump is installed
in the well and discharges through what appeared to be a full spool pitless
adapter in the well . However, the type of adapter could not be identified
because the seal could not be removed. Also, a short pipe nipple provided with
a pipe cap was installed through the one large opening in the well seal ,
normally provided for the discharge piping from the well . However, this pipe
was not secured firmly in the seal and could easily have allowed contaminants to
enter the well . Also, the electrical wires to the submersible pump were not
encased in an electrical conduit pipe which should be installed from just below
the ground surface into the top of the well seal . Lastly, the well is located
out of doors so the present seal is not acceptable, and a one-piece sanitary
well seal or an overlapping type cap is required. The well discharges below
ground to the basement of the home located about 300 feet away. There the
discharge piping is connected to a WX-203 Wel-X-Trol tank located in the
basement. A sampling tap is installed on the line before it enters the tank.
However, the sampling tap was located so close to the floor that it is very
difficult to sample the well from this faucet.
