November 11, 1986 <br /> Dane County Planning Commission <br /> Madison, WI <br /> RE: Petition No. 3815 Lot l#1 and Lot #2 <br /> Dear Sirs: <br /> Last night I attended the Town of Dunn Planning Commission meeting and had hoped to <br /> be there tonight as well, except that I am giving a talk that was scheduled some <br /> months ago and the times conflict, and therefore, I will not be there tonight <br /> to attend this meeting. I am an adjoining land owner to the proposed zoning <br /> change, with my property bordering on both Lot #1 and #2 of petition 3815. This <br /> is of particular interest to me for two reasons. Number one is the fact that <br /> I have lived in this area for approximately two and a half years and during that <br /> time period both of these parcels have been rental property with the owner living <br /> in California and very rarely checking up on the conditions of the land as well <br /> as having very little control over the renters that were inhabiting the area. <br /> During that time period we have had constant problems with animals on the loose <br /> with as many as 15 to 20 horses racing across our garden and our lawn on a regular <br /> basis with the renters often times not at home. Several of the neighbors in <br /> the area have gone about rounding up these horses on a regular basis and returning . <br /> them to the land and then realizing how fruitless it was because the fences were <br /> not intact and the renters had no money to repair them. In addition, the last <br /> renters that lived at this property had 35 to 40 cats that lived within the house <br /> as well as a guard dog at each corner of the house and when they left the whole <br /> area was infested with fleas, which were brought into our house by my children; <br /> subsequently, we have had to flea bomb our house three times with probably <br /> a fourth time in the future because of the chronic flea infestation. I have <br /> never been happier for winter to arrive since the fleas can't tolerate the cold <br /> and hopefully it will become less of a problem. In addition, these guard dogs <br /> did not stay on the property and often came to our house backing my children <br /> on top of the car for fear that they may be bitten. <br /> What I am trying to say by this letter is that this land needs to be owned by <br /> caring individuals who hope to upgrade the land and make it not only livable <br /> but environmentally more attractive. With the high overgrowth of weeds, poor <br /> fences, etc, the area has consistently been not only an eyesore, but in addition <br /> has been environmentally unsafe and I'm not sure a place where animals even often <br /> times have been safe. <br /> I know both petitioners, both for Lot 1 and Lot 2, and I think they both are <br /> interested in not only upgrading the property, caring for it as a land owner, <br /> but in addition I am convinced that they have appropriate environmental concerns <br /> to preserve the land not only as a good place to live but a place where animals <br /> will continue to frequent as they presently have been. McLain's in particular <br /> are interested in building in an area that demands this sort of environmental <br /> concern and after listening to their plans I believe they truly do have the environ- <br /> ment in mind. I would like to go on record as saying that I support this petition, <br /> not only as a neighbor, but as an adjoining land owner. <br /> Once again, I am sorry for not being able to attend the meeting tonight.
