DANE CEIUM Y
' 7F0. a 8EC P: S
DEC 91986
ZUMO D1° .
December 9, 1986
Dane County Land Regulation
& Records
210 Monona Avenue, Room 116
Madison, Wisconsin 53709
Attention: Zoning Committee
Re: Petition no. 3836
Conditional Use Permit no. 545
To whom it may concern:
We are all neighbors of the proposed Madison General
Rehabilitation site project. We live along Raymond Road which is
quite narrow and shoulderless and we are greatly concerned about
the increased traffic and congestion caused by the proposed faci-
lity. We have attended various town meetings and apologize for
being unable to be with you this evening. We have been informed
that our attendance is not mandatory this evening because Norman
Flynn, on behalf of Madison General, has given us certain
assurances upon which we rely. I am sure that Mr. Flynn will
outline the various neighborhood concerns for you.
We live in a rapidly expanding residential neighborhood with
many children. A school bus route is located on Raymond Road, a
road that I am sure you will agree is a treacherous one. We do
not oppose the facility being constructed on the site, however,
at a town board meeting last Tuesday, I was informed by one of
Mr. Flynn' s colleagues that contingency plans have already been
developed for future expansion. On the amount of property that
has been acquired, one can anticipate hundreds of units being
constructed under current county zoning ordinances whereas it
would require a review of the conditional use permit, we do not
feel that this alone is adequate protection. The hospital has
concurred with us that future development will require substan-
tial modifications to the project. Therefore, we understand that
the hospital will state in its conditional use permit that no
future expansion will occur without granting access to Highway PD
for the project. We agreed that it would not be necessary to
close off the Raymond Road access providing that additional
access is made available on Highway PD.
