Mr'. Lyman F. Anderson - February 17 , 1987 2. <br /> 2. Site Criteria - The stack should be located on impervious surface <br /> construction. Design structures and sealing of lagoon for leachate <br /> collection be in compliance with at least the minimum requirements of <br /> Soil Conservation Service (SCS) technical guide Section IV which became <br /> effective November 1 , 1983. In general , the stack should not be sited in <br /> an area with shallow bedrock or high ground water. Stacks in areas with <br /> these restrictions should be protected with improved engineering <br /> features. <br /> 3. Leachate Storage and Disposal - A land management program for final <br /> disposal of leachate to cropland should be implemented to ensure adequate <br /> distribution. This should be based on hydraulic application rate and <br /> comply with nutrient balance equation for the particular crop to be <br /> planted. SCS Waste Utilization Guidelines (No. 633) technical guide <br /> section IV would be an excellent source for reference. The stack <br /> leachate should be collected and stored in impervious leak-proof <br /> structures large enough to prevent being overtopped during periods of <br /> excessive rainfall . <br /> Enclosed for your benefit is a copy of SCS technical guide section IV. I am <br /> also enclosing a copy of Jefferson County conditional use permit issued to <br /> Bradt Farms Inc. , for commercial silage processing and distribution of feed. <br /> Not all but some of the stipulations in this conditional use permit may be <br /> used as guidelines by your committee. <br /> I would like to commend you and the excellent conduct of the meeting.
