FINDING OF FACT `. • = `. <br /> Petition 746A-84 to clla;igc t„e classi ►e of ioA from Agri - <br /> cultural A-1 to Agricultural A-2 wits it- attendant Conditional <br /> Use Permit , filed by Bradt Farms , Inc. , for commercial silage <br /> processing and distribution of feed: <br /> 1 . A public hearing was held April 25 , 1984 , in Room 208, <br /> Jefferson County Courthouse , to evaluate Petition 746A-84 , <br /> with its subsequent conditional use permit for Processing <br /> of feed for animals and or fowl. <br /> 2 . Present for the evaluation hearing were members of the <br /> Jefferson County Planning F, Zoning Committee , Vernon <br /> Schultz , chairman; Earle J. H. Moyse, Wendell A. Wilson , <br /> William L. Pinnow and Carl F. Jaeger. Staff members were <br /> Zoning Administrator Bruce Haukom, and Elizabeth Cummings, <br /> environmental programs technician. <br /> 3. In addition to petitioner, Harlan Bradt, of Bradt Farms, <br /> Inc. , the Soil Conservation Service, Dept . of Natural <br /> Resources and University of Wisconsin-Extension also <br /> were represented. <br /> 4 . A court reporter was employed by Petitioner to document <br /> proceedings . <br /> S. Committee Chairman Vernon Schultz directed Bruce Haukom <br /> to conduct the public hearing. <br /> 6. Incorporated into the Finding of Fact are all applicable <br /> requirements of the Jefferson County Zoning Ordinance which <br /> are pertinent to the definition , procedures , evaluation <br /> and decision processes . <br /> 7. Written comment sheets were signed and turned into the <br /> front desk to facilitate the public comment . <br /> 8 . A petition was submitted by the opposition, and one by <br /> proponents of the plan . <br /> 9. The silage storage and distribution site will encompass <br /> approximately four acres of the total 106+ acre farm. <br /> 10. A silage stack exists on the property in the location of <br /> the proposed rezoning . <br /> 11. A commercial silage operation has been continuing on this <br /> property since 1979 in the present site . <br /> 12 . Silage is received from two sources , Larson Company, Fort <br /> Atkinson , and Seneca Company, of Janesville. A contract <br /> between these companies and Bradt Farms, Inc. , enables <br /> Petitioner to remove all silage from these companies. <br /> 13. This site is considered a part of Parcel 05-14-31-14 , <br /> located south of Grogan Rd. in the town of Koshkonong. <br /> 14 . Specifically , this site is located on the cast part of <br /> the property, approximately 900 ft . south of <br /> Grogan Rd. <br /> 15 . Existing below the present silage stack is a 1.80 ft . by <br /> 320 ft . area with an 14 in . layer of compacted clay having <br /> an 18 in . overlay of from 4 in . to S in. stone , covered <br /> by 2 in . to 3 in . of three-quarter inch gravel and topped <br /> with 2 in . of asnhal.t . <br />
