Petition 746A-84 to clla;igc t„e classi ►e of ioA from Agri - cultural A-1 to Agricultural A-2 wits it- attendant Conditional Use Permit , filed by Bradt Farms , Inc. , for commercial silage processing and distribution of feed: 1 . A public hearing was held April 25 , 1984 , in Room 208, Jefferson County Courthouse , to evaluate Petition 746A-84 , with its subsequent conditional use permit for Processing of feed for animals and or fowl. 2 . Present for the evaluation hearing were members of the Jefferson County Planning F, Zoning Committee , Vernon Schultz , chairman; Earle J. H. Moyse, Wendell A. Wilson , William L. Pinnow and Carl F. Jaeger. Staff members were Zoning Administrator Bruce Haukom, and Elizabeth Cummings, environmental programs technician. 3. In addition to petitioner, Harlan Bradt, of Bradt Farms, Inc. , the Soil Conservation Service, Dept . of Natural Resources and University of Wisconsin-Extension also were represented. 4 . A court reporter was employed by Petitioner to document proceedings . S. Committee Chairman Vernon Schultz directed Bruce Haukom to conduct the public hearing. 6. Incorporated into the Finding of Fact are all applicable requirements of the Jefferson County Zoning Ordinance which are pertinent to the definition , procedures , evaluation and decision processes . 7. Written comment sheets were signed and turned into the front desk to facilitate the public comment . 8 . A petition was submitted by the opposition, and one by proponents of the plan . 9. The silage storage and distribution site will encompass approximately four acres of the total 106+ acre farm. 10. A silage stack exists on the property in the location of the proposed rezoning . 11. A commercial silage operation has been continuing on this property since 1979 in the present site . 12 . Silage is received from two sources , Larson Company, Fort Atkinson , and Seneca Company, of Janesville. A contract between these companies and Bradt Farms, Inc. , enables Petitioner to remove all silage from these companies. 13. This site is considered a part of Parcel 05-14-31-14 , located south of Grogan Rd. in the town of Koshkonong. 14 . Specifically , this site is located on the cast part of the property, approximately 900 ft . south of Grogan Rd. 15 . Existing below the present silage stack is a 1.80 ft . by 320 ft . area with an 14 in . layer of compacted clay having an 18 in . overlay of from 4 in . to S in. stone , covered by 2 in . to 3 in . of three-quarter inch gravel and topped with 2 in . of asnhal.t .
