PH JAN 131QR7 ITEM NO. <br /> PET/T/ON N . C.U.P. NO <br /> E.H.D. <br /> 3858 The C-1 petition will have to be evaluated for commercial sizing. We <br /> have not had any soils data submitted for either petition and we will <br /> object until they can be field reviewed. <br /> CO HWY. <br /> Petition 3858 . CTH "B" is a controlled access highway. <br /> Access to serve the proposed R-1 parcel should be restricted <br /> to Country Club Road. The proposed C-1 parcel has an <br /> existing field entrance to "B" . A change-in-use application <br /> would be required for the field entrance if it is intended to <br /> serve a commercial operation. The small piece of property <br /> between the two parcels located along "B" will not be <br /> entitled to a future access to "B" . <br /> This Is In the agricultural preservation area of the Town of <br /> RP C. Pleasant Springs Plan, where the relevant policy is: "To allow for <br /> no subdivisions In agricultural preservation areas. " The proposal <br /> Is Inconsistent with that plan policy. The non-farm development <br /> policy is: "Density limited to one lot per 35 acres of farm owned <br /> as of June 6, 1978." Thus, with a parcel of 66 acres total , two <br /> lots would be the maximum density allowed. The relevant commercial <br /> policy Is: "To require commercial development to be served by <br /> public sewer except for highway service centers. " This'area Is not <br /> a highway service center, and the use proposed Is not a highway <br /> service. <br /> Both the residential and commercial uses are Inconsistent with town <br /> plan policies. They are halfway between the Stoughton Urban Service <br /> Area and the Lake Kegonsa Service Area. A plan amendment would be <br /> required to make either of these proposals consistent , and such an <br /> amendment would be difficult to Justify, since the proposed <br /> 'development is not adjacent to either service area. All of the <br /> soils on the parcel are rated prime by USDA, except a small area 1/4 <br /> ._ north of Highway B along Country Club Road. �— <br /> T B/ <br /> RES. H.
