North Bristol is basically a residential community, though not zoned_
residential. There are five fami l i es with pre school aged children and
retired people who have lived in the area all their lives. The Murphy's
'Back-Ache Acres' is in close proximity to the residences. The Murphy's y
proposed ag accessory building would be non-conforming by todays R.B. 2
requirements because it is on the lot line and is only 271 feet from the
nearest house (which is now vacant. ) their fence which usually .
keeps the livestock in is less than 89 feet from my family room window.
I live to the north at 7629 Hwy. N. The Murphy's have been the focus
of irate neighbors complaints for 9 years because of inadequate manure
control and removal, lack of privacy screening, very strong manure odor,
presently 28-30 noisy sheep, goats, geese, rabbits and other assorted
birds and caged animals. Repeated requests by neighbors to maintain a
clean enviorment indicative of the neighborhood have yielded no results
until this past Saturday, April 10, 1987, 1 day after this petition
started to circulate. Mr Murphy has 51 acres of one of the worst looking
outside collections of junk etc. in the Bristol Township and he uses the
excuses of physical hardships/ of 'not having enough time' and that his
'barn cleaning crew went deer hunting. ' One neighbor north of Hwy. V
who signed our petition to deny rezoning had reported Murphy's to the
Dane Count Humane Society because of 3 feet of manure in the shed, dead
animals and a lamb which died because of not able to crawl out of the
manure.
The general reaction by others: 'There is no excuse for living like
that. ' David Dinkel of Property Shop Realty and Linda Dorman of Weber
Realty, would not list our house for appraised value. Both said until
Murphy's clean up their area, or they are denied animal keeping priv-
ileges, my house would not even sell.
Jeff Bruenig who lives north of me on Hwy.N, says the sheep and
geese cost him much sleep, as we are also kept awake by the noise.
3 years ago, my wife and daughter were in the back yard taking a
walk when they witnessed a sheep being slaughtered in an inhumane way.
Kids were just taking aim at the animal.
Pallets, bedsprings, junk, cages piled 10 feet high liter the area.
We as concerned neighbors are interested in the condition of the
neighborhood, maintaining property values, having non-polluted drinking
water, other obvious health reasons i.e. (correct vaccinations etc. )
rodent control and overall enviornmental impact request the Board's
consideration of this very important matter.
We request a deed restriction which would have requirements of a
