Fisher <br /> 4723 Sheboygan Ave. <br /> Madison, WI 53705 <br /> County of Dane <br /> Zoning Department <br /> Madison, WI 53703 <br /> Dear Zoning Department: <br /> I propose to use the subject property for construction of a duplex <br /> consisting of two one-bedroom units. <br /> Based on the approval of a conditional use permit at the July 28, 1987 <br /> committee meeting, excavation will begin in early August. Construction will <br /> be completed approximately three months later. <br /> There are several reasons why this property is suitable for construction <br /> of a duplex. First, a new structure would upgrade the appearance of the lot <br /> and the neighborhood. Second, it would increase the property value of the <br /> subject lot. The lot has been unimproved for several years and therefore will <br /> increase the tax base. Third, the residential nature of the neighborhood will <br /> be preserved by putting in a duplex as it effectively eliminates the possibility <br /> of a business use on the lot. The lot is now zoned for business use. Fourth, <br /> the structure will conform with neighboring structures in appearance as it will <br /> be only one story in height. Also, each unit is a small, one bedroom which <br /> will attract couples without children and will likely have lower noise levels. <br /> Fifth, there is a four-unit apartment building directly behind the lot. There <br /> are also three triplexes as well as a duplex with a business in the third unit <br /> across the street in front of the lot. The lot on which the duplex/business is <br /> located is the same size as the subject lot. <br /> Finally, a duplex would be the best use for this lot. Although it is zoned <br /> B-1, a business would not be a wise use considering the residential nature of <br /> the neighborhood. Also, it does not make good economic sense to build a new <br /> house in an area where there are multi-unit residential buildings and where no <br /> new houses have been built for approximately 25 years. <br /> The map on the following page depicts the land uses immediately surrounding <br /> the subject lot.
