Conditional Use Permit 1575: <br /> I. Compliance with Ordinance Standards: <br /> Section 10.255(2)(h)2 of the Dane County Zoning Ordinance requires that,prior to approving a <br /> conditional use,the ZNR must find that: <br /> That the uses,values and enjoyment of other property in the neighborhood for purposes already permitted <br /> shall be in no foreseeable manner substantially impaired or diminished by establishment,maintenance or <br /> operation of the conditional use. <br /> The property in question borders on the Military Ridge State Trail,a popular biking/hiking trail through a <br /> regionally significant scenic resource in Dane County. An argument could be made that without <br /> appropriate conditions,the proposed dog kennel could create visual,noise or other nuisance conflicts with <br /> the enjoyment of the trail by bicyclists and hikers. <br /> Suggested conditions of approval: <br /> Prior to issuance of any associated zoning permits,the landowner must submit and implement a plan to <br /> establish a buffer of perennial vegetation between the proposed dog kennel site and the Military Ridge <br /> Trail. Such buffer shall effectively screen the proposed development from view from the trail within 5 <br /> years. <br /> Prior to issuance of any associated zoning permits,the landowner must submit a manure storage and <br /> disposal plan that complies with applicable sections of the Dane County Manure Storage Ordinance and is <br /> approved by the County Division of Environmental Health. <br /> Any buildings shall be painted in neutral,earth-tone colors to minimize visual impact. <br /> Fences,runs and kennel operations shall be maintained in good condition and shall keep animals <br /> appropriately contained. <br />
