COMPOSITE REPORT—Page 2 ITEM # 6— CUP 1577 <br /> ZNR Public Hearing 7/27/99 Jim Murphy, Springdale 02 <br /> STAFF COMMENTS <br /> Background <br /> Conditional Use Permits for tavern use and"outdoor amusement parks or other <br /> entertainment activity that is open to the public on either a permanent or temporary basis" <br /> and"games such as horseshoes, volleyball or similar activities lighted to operate at night" <br /> The Riley Tavern has "been operated in this location for over 50 years", but has never <br /> had a Conditional Use Permit for Tavern Use. Now the owner wishes to: <br /> a. Bring the existing tavern use on this 0.76 acre C-1 zoned parcel into compliance; <br /> b. Bring existing outdoor entertainment into compliance, including the Riley Fest, which <br /> is currently held annually in late August, and monthly summertime bluegrass jam <br /> sessions. These have been held"for several years...without incident." Hours of <br /> operation for entertainment activities correspond with"State law limits [for] the hours <br /> of tavern operations". 1 <br /> c. Expand the existing tavern use by using a portion of a new 33' x 110' garage <br /> currently under construction(Zoning Permit 1999 2856, issued 05/23/93) for"food <br /> service and sales of individual beverages during those times of the year when outdoor <br /> entertainment activities are provided." <br /> d. Allow games such as horseshoes and/or volleyball "to have lights installed for limited <br /> nighttime activity..." which probably would"not...extend beyond 10:00 p.m." <br /> The tavern employs 5 people including the owners. Additional employees may <br /> I occasionally be added"on a temporary basis".
