Dane County Highways & Transportation <br /> Estimate increase of 30 trips per day due to rezone. On days with special events at this facility <br /> this number could greatly increase. <br /> Town of Cross Plains <br /> On December 10, 2002, the Town of Cross Plains Board of Supervisors voted 3-0 to recommend <br /> approval of Petition 8625 /CUP 1810 with no conditions. <br /> Recommendations <br /> Rezone Petition 8625 <br /> The committee may wish to impose a 120-day delayed effective date on this petition, and require <br /> the applicant to complete the following within that period: <br /> 1. Successfully obtain a stream crossing permit from the Wisconsin Department of Natural <br /> Resources across the Sugar River to access the A-2 zoning lot from Domini Road; <br /> 2. Successfully obtain a floodplain development permit for the proposed driveway from the <br /> Dane County Department of Planning& Development, and; <br /> 3. Obtain a Preliminary Review Letter from the Dane County Department of Land <br /> Conservation that indicates that it is possible to meet all stormwater and erosion control <br /> requirements of Chapter 14 of the Dane County Code, given the proposed parcel and <br /> driveway configuration. <br /> Conditional Use Permit 1810 <br /> The committee may wish to impose the following 6 conditions on the conditional use permit for <br /> a horse boarding facility and unlimited livestock: <br /> 1. No more than 25 horses shall be kept on the premises at any given time; <br /> 2. Horses shall be pastured on the A-1(ex)-zoned parcel; <br /> 3. The landowner shall maintain and implement a current farm conservation plan approved <br /> by the Dane County Land Conservation Department for both the A-2 and A-1(ex) <br /> parcels; <br /> 4. The landowner shall successfully obtain and implement a stormwater and erosion control <br /> permit from the Dane County Department of Planning and Development. The zoning <br /> administrator shall apply stormwater control standards regardless of whether or not <br /> proposed development exceeds 20,000 square feet of impervious surface area, as <br /> authorized under Section 14.46(5) of the Dane County Code; <br /> 5. The landowner shall maintain and implement a current animal waste disposal&pest <br /> control plan approved by the Dane County Division of Environmental Health, and; <br /> 6. The landowner shall install and maintain, at their own expense, an onsite wastewater <br /> treatment system, separate from that serving the proposed residence, to meet the sanitary <br /> needs of customers and employees of the horse boarding operation. Such system shall <br /> be designed to meet all current state plumbing code and Dane County Sanitary <br /> Ordinance requirements for new construction. <br /> Composite report for petition 8625 Page 3 of 3 <br />
