The project will clearly trigger the erosion control requirements of Chapter 14. An
erosion control plan that limits soil loss to the 7.5 ton/acre soil loss standard will need to
be submitted. Limiting the areas disturbed and the time that soil is exposed will be key
elements in the plan.
2. The impervious areas that will be created by the combination of driveway and horse
boarding facility construction will exceed 20,000 square feet. Therefore, a stormwater
management plan will need to be developed. County standards for peak flow control,
sediment reduction, thermal control, infiltration, and stable outlet will need to be
addressed.
3. Currently, no channel is proposed along the driveway extension. The submitted erosion
control plan must prove that runoff generated by the driveway will not be erosive and the
channels are not necessary.
4. The first sections of the driveway extension will be in close proximity to the Sugar River.
These areas will need to have erosion control measures designed and installed
accordingly.
It is my opinion that the requirements mentioned above could be met with proper site design and
would be required as part of an erosion control and stormwater management plan.
