<br /> Dale Scholl called me repeatedly today. At least 3 times. I had returned his first call, and left him a message on
<br /> his answering machine. I then intended to call him on the cell phone for which he had provided the number, but was
<br /> summoned to the counter to assist a person. He called back 2 times in a short period of time. I did make phone contact
<br /> with him, and about 25 minutes later I was able to end our conversation.
<br /> He asked me a specific question that dealt with putting up a pole barn, without a zoning permit. He was contacting
<br /> me because he was advised maybe I could help him. I wanted to make sure I was familiar with his concern, and asked if
<br /> he had been at the counter, within the last week, and was denied a permit because he couldn't provide a proper site plan,
<br /> and maybe something else? I felt I knew this because I was working the counter last week when he met with Kris, and
<br /> maybe Shawn. Please forgive me if he met with someone else. I believe he needed to provide a better site plan. He
<br /> acknowledged that he was here, met with Kris and another person, and that NOW he was changing his intentions, and did
<br /> not want to have a building for'boarding' horses, but just a plain old simple pole barn for his own horses. I tried repeatedly
<br /> to make sure he understood that I was not attempting to circumvent any outline of policy or diminish any need for
<br /> additional documentation that he was told he needed.
<br /> He repeated that he only NOW wanted a personal building. We talked about the need for EC plans, and for a
<br /> specific site plan, and for anything else he needed, as outlined last week. He then told me he was waiting for a written
<br /> notice from Kris that outlined specifically what he had to do to obtain a permit. He indicated something about having left
<br /> here with written notes last week. I believe he mentioned his approved EC plan expires in March. I cautioned him to make
<br /> sure he complies with that plan, and if he can't complete his work by the date certain on the plan, he should contact Land
<br /> and Water Resources BEFORE the permit expires.
<br /> I advised Mr Scholl that I would send an email to Kris, to make sure there was no mis-understanding on what he
<br /> needed. I also advised him to provide everything that Kris has indicated or will indicate in any future notice, and that he
<br /> should, when he as those materials,first'schedule'an appointment with Kris. He claims to not use email, so I suppose he
<br /> was expecting a written USPS memo. I was using that philosophy that much like a violator, they need to work consistently
<br /> with the same staff person. Maybe someone else will also be drawn in, but, he should confirm that he is doing what Kris
<br /> outlined for him.
<br /> I also advised him that maybe he should consider using an agent to obtain his permits. He mentioned that he
<br /> doesn't always remember things. He rejected my suggestion that he needed an agent, and I was very careful to correct
<br /> him that I did not say he needed an agent, but, that maybe that concept would be beneficial to him. I believe he wants to
<br /> build a shed, but that he doesn't believe he needs a permit from us. That may or may not be correct.
<br /> I expect he will continue to be difficult to work with, and that none of us have as much time to devote to him as he
<br /> might expect.
<br /> Again, I believe his primary question today, which I said I would not answer without seeing a site plan, including a
<br /> CUP area, was could he just build a personal storage shed without a permit.
<br /> This memo is meant to be informative only, and while I always will assist when and where needed, I don't expect I
<br /> can contribute any more than has already been offered him by Kris and others.
