' ..... Background Eugene Scholl owns 60+ acres zoned A-1EX according to the rezone application signed by Dale Scholl, the agent for this petition. Although the legal titleholder of record for this parcel is Eugene Scholl, Dale is a legal owner, and wishes to create a 3.44-acre A-2 (2) zoned area(not a separate parcel.) He plans to build a new single-family residence for himself and operate a horse-boarding stable for"about 25 horses" within the A-2 (2) zoned area. The A-2 (2) district requires a Conditional Use Permit for"horse boarding stables, riding stables, hay and sleigh rides, horse shows and similar events. It also limits livestock to one animal unit per full acre for parcels of 2-16 acres, so Dale Scholl must also apply for the Conditional Use Permit for "Unlimited livestock on 3-16 acres"to accommodate the additional horses.
