Proposed Conditional Use Permit # 2339 <br /> In order for an applicant to obtain a Conditional Use Permit, the Zoning and Land Regulation <br /> Committee must find that all of the following standards are met for the proposed land use: <br /> 1. The establishment, maintenance,or operation of the conditional use will not be detrimental to or endanger the public <br /> health,safety,comfort or welfare. <br /> 2. The uses,values and enjoyment of other property in the neighborhood for purposes already permitted shall be in no <br /> foreseeable manner substantially impaired or diminished by establishment, maintenance or operation of the <br /> conditional use. <br /> 3. The establishment of the conditional use will not impede the normal and orderly development and improvement of the <br /> surrounding property for uses permitted in the district. <br /> 4. Adequate utilities,access roads,drainage and other necessary site improvements have been or are being made;and <br /> 5. That adequate measures have been or will be being taken to provide ingress and egress so designed as to minimize <br /> traffic congestion in the public streets;and <br /> 6. That the conditional use shall conform to all applicable regulations of the district in which it is located. <br /> Staff has prepared a list of conditions that may be used in order to meet the six standards as listed <br /> above to allow the conditional use on the property. Note that the list below includes all prior <br /> conditions from CUP #2016, with revisions made to conditions #6, and #9 to reflect the current <br /> request. Please note that the conditions may need to be changed or additional conditions added to <br /> address potential nuisances that may come to light during the public hearing. <br /> 1) Construction of WisDOT Type C intersection <br /> 2) Revised site plan. <br /> 3) Manure storage plan. <br /> 4) Children from 2-6 years old. <br /> 5) Children 5-12 during summer. <br /> 6) Limit of 4-50 175 children at any one time at the school. <br /> 7) Staff of 25. <br /> 8) Small animals,ducks,goats, rabbits, no more than the zoning for the RH-2 allows. <br /> 9) 4400 square foot for first building with 5900 square foot expansion in the future.Total square footage of <br /> school buildings not to exceed 10,300 square feet. <br /> 10) 38 parking stalls. <br /> 11) 1250 square foot barn. <br /> 12) 1800 square foot for animal pens. <br /> 13) Regular hours of operation be between 6:30 a.m. and 6:00 p.m., Monday through Friday. <br /> 14) That the dumpster be completely fenced from view. <br /> 15) That all lighting be shrouded,facing down. <br /> 16) Verification of the adequacy of the existing system or obtaining a sanitary permit to make any necessary <br /> improvements to the system. <br /> 17) If not already completed,the applicant must execute and record with the Register of Deeds an avigation <br /> easement as required by the Dane County Regional Airport within ninety(90)days of the date of approval <br /> by Dane County. A copy of the recorded easement must be supplied to Dane County Zoning by the <br /> applicant within ten (10)days of recording the easement. <br />
