The Stagecoach Road Reconstruction <br /> project is located within the Town of Cross Plains between County Highway P and US Highway <br /> 14. The reconstruction consists of removal and reconstruction of approximately 1.5 miles (8,000 <br /> linear feet)of roadway. The project location and floodplain limits are shown on the attached DCI <br /> Map excerpt. The project location is also shown on Sheet G1 of the attached project plans. <br /> The purpose of this project is to reconstruct a deteriorating roadway which was not constructed <br /> to withstand the heavy truck traffic it receives;and to improve safety. The road is also a preferred <br /> route for bicyclists,creating a need for additional lane width. The typical roadway section will be <br /> widened from two 11-ft travel lanes with 2-ft shoulders to two 11-foot travel lanes with 5-foot <br /> paved shoulders and 1-foot gravel shoulders. The project will also include ditch restoration and <br /> replacement of CMP culverts where necessary. Five (5) cross culverts exist within the project <br /> limits, two of which are located at crossings over navigable streams with associated mapped <br /> floodplain (Sta. 23+75 and Sta. 76+75). <br /> The culvert at Sta. 76+75 carries the Black Earth Creek, and this culvert will not be replaced. <br /> Further, the roadway profile elevations at this location will be reconstructed at or below the <br /> existing roadway profile elevations. Therefore, there will be no floodplain or floodway impacts <br /> at the location of the Black Earth Creek Crossing. <br /> The culvert at Sta. 23+75 carries an intermittent unnamed tributary to Black Earth Creek and has <br /> Zone A floodplain mapped along the southern (upstream) side of Stagecoach Road. This <br /> intermittent stream is a dry run with no defined bed and bank, providing conveyance beneath <br /> the roadway between a wetland area to the north and farmed cropland to the south.
