Schedule A Scope of Services REVISED 08/05/2015 1) The Dane County Planning Division will provide planning services to the Town of Albion to amend the land use element of the town comprehensive plan to bring the residential development area into consistency with updated growth projections. and with the town's long-term farmland preservation goals and public comment. In addition, related to these changes, planning staff will provide work required to amend the Lake Koshkonong Urban Service Area. If required by adopted plan revisions, the Planning Division will also provide technical assistance to the town to apply for parallel amendments to the Dane County Comprehensive Plan, the Dane County Farmland Preservation Plan and the Dane County Water Quality Plan. 2) The planning process will comply with all state statutes and town-adopted policies governing comprehensive plan amendment and public participation. 3) The Dane County Planning Division will also prepare up to three alternative planning scenarios for the town development/Albion Limited Service Area near the Interstate 90 interchange. Such scenarios will include recommendations, action steps and estimated budget needed for each. One of the scenarios will involve conversion of the Limited Service Area to a full Urban Service Area to allow for new commercial or other development. 4) Planning services shall commence upon execution of this contract and will continue until completion of the draft plan, which shall be accomplished no later than December 31, 2015. 5) Ms. Pam Andros and Mr. Brian Standing will be the lead planners for this project. If Ms. Andros and Mr. Standing are no longer employed by the county, the town will have the option to reconsider this agreement. 6) The Town Chair and Town Clerk shall serve as the project contact persons on behalf of the Town of Albion.
