STAFF COMMENTS ZONING REVIEW 20. 7484/CUP 1546 Virginia Wirtanen Trust(Madison Jewish Community Council, agent) Verona 07 A-1EX,RH-2, and RH-4 to RE-1 with Conditional Use Permit for a Campground The agents intend to use this 154.3 acre site for the new Irwin A. and Robert D. Goodman Jewish Community Campus and the new site of the 44-year-old Camp Shalom day camp program. Camp Shalom currently operates at Olin Park in Madison with a staff of 70+, serving more than 700 children, ages 5-14,!awithout regard to religion, race,nationality, gender, or disability. The camp would operate froi�i 9:15 a.m. through 4:00,p.m., with early morning and late afternoon extended care and some evening programs. Transport-, ation would be available by leased buses. Existing land divisions and uses include: A vacant RH-2 parcel in the NW comer. An RH-4 parcel with an existing house(the oldest farm house in Verona Townships, built in 1845)to be used as the future 7.etreat center; A small A-1EX NCEg parcel in the SW corner which is the site of a one-room school built in 1850; and The bulk of the parcel, which is zoned A-1EX. A farmhouse, which would be used for a caretaker residence, and outbuildings are located in the SW corner near the schoolhouse. Proposed uses include: Outdoor aquatic center Recreational and sports fields and trails Rainy day facility/oadapting and improving the existing 5,000 SF metal pole barn Indoor recreational/educational facility including gym/multipurpose room,health maintenance facilities, library, arts and crafts, dance and other performance space, class/meeting rooms, offices, etc. Outdoor amphitheater for performances, campfires, and other larger group events, Outdoor nature center and overnight camping facilities Year-round retreat centeOadapting and improving the existing house, e. g. indoor pool,handicap accessibility, etc v Outdoor water facilities for boating,fishing, swimming Some construction and some Camp S alom camp activities would be scheduled beginning June 1999, withIthe full Camp Shalom program' at]the Goodman Campus in poo . rs Note: Two intermittent stream tributary to the Sugar River flow SW ly though this land; the NA3ly of the two streams has associated floodplain and wetland. This proposed recreational day camp is in an agricultural preservation area of the Town of Verona where the objectives are: • To preserve productive agricultural lands for long-term farm use. • To maintain open space provided by agriculture to guide urban development. • To protect farm operations from conflict with incompatible uses. The adopted town/county plan has no specific policies for guidance on camping or recreational use.
