• <br /> DANE COUNTY PLANNING AND DEVELOPMENT DEPARTMENT <br /> STAFF REPORT <br /> Petition #7484 (MJCC/Wirtanen Trust) Public Hearing Date: 2/23/99 <br /> Town of Verona, Section 7 Date of this Report: 2/16/99 <br /> I. BACKGROUND <br /> A. Request <br /> The Madison Jewish Community Council (MJCC), acting as agent for the Virginia Blanton <br /> Wirtanen Trust, seeks to rezone 154 acres of land from the A-1(exclusive) district to the RE-1 <br /> district. If the rezone petition is successful, MJCC will apply for a conditional use permit to <br /> operate a campground on the premises. MJCC intends to move its currently operating Camp <br /> Shalom day camp operation from Olin Park in the City of Madison to the Wirtanen property by <br /> 2000. The Council also hopes to operate a year-round retreat center, a synagogue/meeting space <br /> and a Jewish cultural center on the property. <br /> B. Site/Locational Information <br /> The 154-acre property includes most of the northeast quarter of Section 7 in the Town of Verona, <br /> approximately 2 miles west of the Verona city limits. The property is located on the northeast <br /> corner of the intersection of County Highway PD and Timber Lane. <br /> There is an old schoolhouse on the southwestern corner of the property, an existing farmstead <br /> and accessory buildings with direct access onto CTH PD on the southern edge of the property, <br /> and several farm buildings. Most of the property appears to have been used primarily for <br /> grazing, but does not appear to have been used for cultivated crops. <br /> C. Other federal, state or county approvals required <br /> Depending on the amount of eartlmloving work involved, erosion control permits under Chapter <br /> 14 of the Dane County Code may be required. Documents submitted by the applicant indicate <br /> that MJCC intends to "improve" the pond, which depending on the exact nature of the work, may <br /> require county filling and grading permits, state Department of Natural Resources Chapter 30 <br /> permits, or both. <br /> Plans for onsite sanitary systems will require state Department of Commerce approval, and a <br /> sanitary permit from the Dane County Department of Environmental Health will be necessary <br /> before septic installation may begin. County zoning permits and certificates of compliance from <br /> the Zoning Division will also be necessary prior to building construction or occupancy. Any <br /> direct access onto County Highway PD will require approval from the County Highway <br /> Department. Building and/or driveway permits from the Town of Verona may also be required. <br /> 1 <br />
