- 2 - On February 10, 1965, an appeal was filed with the State Superintendent of Public Instruction, appealing from the failure of the municipal Boards of the Village of Mt. Horeb, Towns of Springdale, Blue mounds, Vermont, Cross Plains, Perry and Primrose, County of Dane, Wisconsin, to issue an order as requested in said petition filed December 8, 1964. On March 10, 1965, the State Superintendent of Public Instruction for the State of Wisconsin acknowledged receipt of an appeal filed with the State Superintendent on February 10, 1965, and also informed all interested persons that the State Superinten- dent would not hold an informal conference for the purpose of receiving information relative to said appeal but that each interested person could furnish factual material in the form of a written statement mailed to the State Superintendent on or before April 1, 1965. After examination of letters and other information from other sources presented to me, pursuant to this appeal, the following appears: It is clearly evident that educational offerings in the LaFollette Heights School District with its enrollment of some 103, equalized valuation of $2,579,300 and staff of 4.1 teachers cannot compare in excellence or scope to that of the Mgt. Horeb School District with its present enrollment of some 650, equalized valuation of $16,800,500 and staff of 30.5 teachers. However, it is also clearly evident that the granting of this petition would dis- regard the wishes of the Wisconsin Legislature expressed in Joint Resolution No. 71, Laws of 1955, which resolved against the creation of island territory in school districts. It is evident, too, that granting this appeal would benefit only one pupil and could postpone for some time the appropriate solution to the overriding problem in the mt. Horeb high school area. The establishment of uniform and enriched educational program' economically and efficiently provided to all the children of the outlying elemental., schools, including the LaFollette Heights School, which presently are classified due to their programs of limited educational offerings can be attained only thr means of school district reorganization in the total high school service area In consequence thereof, said appeal is hereby dismissed.
