They were told the existing none <br />metallic mine (then owned by Codicil's predecessor) had little material left and would <br />soon class, and the 1'uklendorfs did not find the mine rite bothersome after they moved <br />in. <br />Since the CUP was issued in 2011 and concrete plant constructed, noise and other <br />Impacts have substantially Increased, and the Town of Cottage Grove assessor has <br />crmtinually reduced the assessed value of the Tukiendnrf property. As of 2013, the <br />property was still assessed at $255,30D.W. In 2014 after Mr. Tukiendnrf complained <br />about the plant it was reduced by $29,7W.W, and in 2012, it was redurnl by another <br />148,200.00. the total loo according to the County is$77,4W.03, or -33% from the pro <br />concrete plant value. (Exhibit D.) The assessor has applied similar reduction to <br />property belonging to the Tukiendnrfs' neighbors. (PShibE E.) <br />In Septembcr 2817, the I ukiendods hired appraiser Craig D. Hungerfmd of Real Estate <br />Dynamics Inc., to conduct an appraisal of their property. Mr. HungeHOrJ has over <br />thirty years of appraisal experience and is wdl respcolcd in the industry . After a site <br />shot and analysis, he found that 'the ITUkiendurfel property is so Imported by iM <br />cultural uses that any practical use of Inc praoerty as residential is ImoWttIllIA" <br />(ExhibitC,fxecutivu Summary.) HefurtherfouM, <br />The house Is no longer considered 12 have utility as a residential property. <br />To sell the property the seller will the counted to complete a Red Estate <br />Condition Report which will reveal the current and historic conditions on <br />and surrounding the property which a rcamnabie future residential use <br />buyer will not find acceptable. <br />(Exhibit C at 21.) As a result, Mr. Hungerford found the highest and best use of Be <br />Tukiendorh' properly is now as an industrial use —not a residence. Usingthesales <br />comparison approach, Hungerford calculated that the total markel value of the <br />Tukiendurfv' property is now just $121,320.
