s' <br /> SAB-87 - 2 - <br /> in a petition filed with the Secretary of the Agency School Committee of Cooperative <br /> Educational Service Agency No. 15 on July 3, 1969, was filed with the State Superin- <br /> tendent of Public Instruction on August 22, 1969, appealing to the State Appeal Board. <br /> Upon receipt of said appeal the State Superintendent established for the purpose <br /> of deciding said appeal a State Appeal Board comprised of the State Superintendent and <br /> the following named Presidents of designated Agency School Committees of Cooperative <br /> Educational Service Agencies which have no territory in the order under appeal: <br /> Mr. Donald S. Smith, President, Agency School Committee of CESA No. 1; <br /> Mr. P. Stanley Olson, President, Agency School Committee of CESA No. 4; <br /> Mr. J. F. Luther, President, Agency School Committee of CESA No. 17; <br /> Mr. Archie Spriggs, President, Agency School Committee of CESA No. 18. <br /> On July 24, 1969, after a public hearing on the petition filed with the Secretary <br /> of the Agency School Committee of Cooperative Educational Service Agency No. 15 on <br /> July 3, 1969, and after a conference with the school boards of the districts involved, <br /> the Agency School Committee of Cooperative Educational Service Agency No. 15 failed to <br /> order the reorganization by denying to detach said territory from Joint School District <br /> No. 1, Villages of Black Earth and Mazomanie et al, and attaching said territory to <br /> Joint School District No. 3, Villages of Prairie du Sac, Sauk City and Merrimac et al, <br /> as requested in said petition. <br /> On September 5, 1969, the State Superintendent sent Notice of Receipt of An Appeal <br /> filed on August 22, 1969, and Notice of Meeting to be held by the State Appeal Board at <br /> 9:30 A.M. on September 22, 1969, in Room B107, Wisconsin Hall, 126 Langdon Street, <br /> Madison, Wisconsin, to the clerk of each school district and other municipalities in- <br /> volved and to other persons including notice to the news media of the area affected. <br /> Said meeting was held on September 22, 1969, where the State Appeal Board heard <br /> informally the presentation of facts and information affecting the educational welfare <br /> of the children involved in said appeal and after conferring and due consideration <br /> given, said State Appeal Board by roll call vote duly recorded voted by a majority vote <br /> of its members to affirm the order of said Agency School Committee of Cooperative Educa- <br /> tional Service Agency No. 15 made and filed July 24, 1969, thereby denying the appeal <br />
