The District respects the petitioner's ability to request for the boundaries to be altered. The Wisconsin <br /> Heights School District is willing to exchange property with the Middleton-Cross Plains Area School District of <br /> equal value and proximity to the school district. <br /> Our school district is a small rural school district that relies on predictability, and our community benefits from <br /> having strong schools. Having a predictable tax base is critical to the success and the future vibrancy of the <br /> district. The next residents of the property may want their children to attend Wisconsin Heights. Our businesses <br /> in Wisconsin Heights also rely on predictability to grow their businesses and to engage residents. Businesses <br /> may choose not to open or operate in-the district if boundary changes occur regularly as changes create a higher <br /> degree of uncertainty. If our schools are not strong and thriving, our communities will not be strong and <br /> thriving. Residents of Wisconsin Heights have a greater voice in how the district operates based on our <br /> population in comparison to larger districts. <br /> In the 1960's, open enrollment did not exist so boundaries, and the opportunity to choose which school district <br /> to attend was a major decision. To attend a different school district essentially required the family to move. <br /> With the recent expansion of open enrollment, parents have more options than ever before to decide where their <br /> children should attend school. <br /> • <br /> The Wisconsin Heights School District respectfully requests the appeal to be denied for the following reasons: <br /> • The petitioner knew when they purchased the property that it was in the Wisconsin Heights School <br /> District. In the 2014 state report card, Wisconsin Heights School District schools exceeded expectations <br /> • <br /> in all of their schools. <br /> • If families would like their children to attend different public schools, open enrollment provides an <br /> option for parents. 1 <br /> • Approval of the request will result in a reduction in equalized value for the district. While one parcel of <br /> property may seem insignificant, the concern that the approval of the request will result in additional <br /> request for changes in school district boundaries.
