(3) Any person who has the ability to pay any forfeiture entered against him under this ordinance but refuses to do so may be confined in the county jail until such forfeiture is paid, but in no event to exceed thirty (30) days. In determining whether an individual has the ability to pay a forfeiture, all items of income and all assets may be considered regardless of whether or not such income or assets are subject to garnishment, lien or attachment by creditors. 10.93 SEVERABILITY. (1) Should any section, clause or provisions of this - suchapter be declared by the courts to be invalid, the same shall not affect the validity of this subchapter as a whole to any part thereof, other than the part so declared to be invalid. (2) This subchapter shall be construed to repeal the provisions of any other ordinance in conflict with its provisions. ARTICLE 6. Subsections (8) and (9) of section 12.05 are repealed in their entirety. ARTICLE 8. Section 12.08 is created to read as follows: 12.08 PERMITS AHD FEES. (1) Permits are required for the installation, erection or alteration of the types of signs listed below. The repainting, changing of parts, and preventive maintenance of signs which completely conform to the requirements of chapter 10 shall not be deemed alteration` requiring a sign permit. (2) Fees are imposed according to the following schedule: TYPE OF SIGN: FEE APARTMENT COMPLEX $ 25.00 BILLBOARDS (Each Face) • $100.00 DEVELOPMENT (Each Face) $ 25.00 DIRECTORY (Each Face) $ 50.00 HOME OCCUPATION $ '10.00 LIMITED FAMILY BUSINESS $ 10.00 ON-PREMISE ADVERTISING (Each Sign) $ 50.00 MARQUEE (Each Sign) $ 50.00 SUBDIVISION (Permanent) $ 50.00 (3) Signs not listed are exempt from any fee and permit requirements. (4) The term sign and the various types of signs listed in sub. (2) of this section have the meanings set forth in sec. 10.71. I Adopted by the Dane County Board of Supervisors 9/6/90
