10.123 A-1 AGRICULTURE DISTRICT (EXCLUSIVE) <br /> (This district is in effect in the towns of: Albion, Blue Mounds, Christiana, Dane, Deerfield, Dunkirk, <br /> Dunn, Fitchburg, Madison, Mazomanie, Medina, Montrose, Perry, Pleasant Springs, Rutland, Springfield, <br /> Vermont, Westport, York, Verona and Vienna.) <br /> (1) STATEMENT OF PURPOSE <br /> The purposes of the A-1 Agriculture District are to: preserve productive agricultural <br /> land for food and fiber production; preserve productive farms by preventing land use <br /> conflicts between incompatible uses and controlling public service costs; maintain a <br /> viable agricultural base to support agricultural processing and service industries pre- <br /> vent conflicts between incompatible uses; reduce costs or providing services to <br /> scattered non-farm uses; pace and shape urban growth; implement the provisions of the <br /> county agricultural plan when adopted and periodically revised; and comply with the pro- <br /> visions of the Farmland Preservation Law to permit eligible landowners to receive tax <br /> credits under ss 71.09 (11) . L- <br /> (2) LANDS TO BE INCLUDED WITHIN THE A-1 AGRICULTURE DISTRICT (EXCLUSIVE) - - <br /> This district is generally intended to apply to lands in productive farm operations in- <br /> cluding: lands historially exhibiting good crop yields or capable of such yields; <br /> lands which have been demonstrated to be productive for dairying, Livestock raising and <br /> grazing; other lands which are integral parts of- such farmoperations;: land•.used for <br /> the production-gf ,specialty crops such as mint, sod, fruits, ;and..vegetables; and lands <br /> which are capable of productive use through economically feasible improvements such as <br /> irrigation. <br /> (3) PERMITTED USES: <br /> (a) Agricultural uses: Beekeeping, dairying, egg production; floriculture; fish or fur <br /> farming; forest and game management; grazing; livestock raising; orchards; plant <br /> greenhouses and nurseries; poutry raising; raising of grain, grass, mint and seed <br /> crops; raising of fruits, nuts, berries, sod farming and vegetable raising. <br /> (b) Residences to be occupied by a person who, or a family at least one member of which <br /> earns a substantial part of this or her livelihood from farm operations on the farm <br /> parcel. Subject to the provisions of Chapter 28, Land Division and Subdivision <br /> Ordinances. <br /> (c) Utility services as defined in ss 10.01 (El) and small scale electric generating <br /> stations not requiring approval under ss 196.941- Wis. Stats. <br /> (d) Road side stands. <br /> (e) Structures and improvements that are consistent with agricultural uses. <br /> (f) Home occupations as defined in 10.01 (25) of this ordinance. <br /> (4) CONDITIONAL USES IN THE A-1 AGRICULTURAL DISTRICT (EXCLUSIVE) <br /> (a) Single family dwellings or mobile homes occupied by parents or children of the farm <br /> operator. <br /> (b) Governmental uses such as police and fire stations, highway storage garages, solid <br /> waste disposal sites, schools, parks and campgrounds, airports and landing strips. <br /> (c) Religious uses such as churches, schools and cemeteries. <br /> (d) Separation of farm dwellings and related structures which existed prior to the effec- <br /> tive date of this amendment and which remain after farm consolidation. <br /> 1. STANDARDS APPLICABLE TO CONDITIONAL USES IN THE A-1 AGRICULTURE DISTRICT <br /> The Department of Agriculture, Trade and Consumer Protection shall be notified of <br /> the approval of any conditional use permit. In passing upon applications for con- <br /> ditional use permits the Committee shall consider the following relevant factors: <br /> a.
