those portions of the General Flood Plain District that are determined to be in the <br /> flood fringe area pursuant to Section 10.56 (d) of this Ordinance. <br /> (b) DESCRIPTION OF DISTRICT: The regional flood fringe district shall include the A-Zones <br /> so designated on the official flood plain zoning map as described in section 10.51 (b) <br /> of this ordinance. <br /> (c) PERMITTED USES: The following uses shall be permitted uses within the Flood Fringe <br /> District and flood fringe portions of the General Flood Plain District. <br /> (1) Any structures, land use, or development may be permitted to the extent that they <br /> are not prohibited by this or any other Ordinance or Any other Federal, State or <br /> local regulations and provided that a zoning permit has been issued by the Zoning <br /> Administrator. <br /> (d) STANDARDS FOR DEVELOPMENT IN FLOOD FRINGE AREAS <br /> (1) All of the provisions of Section 10.51 (i) shall apply hereto. <br /> (2) RESIDENTIAL: All residential structures shall meet the following standards: <br /> a. The first floor of a structure to be erected, constructed, reconstructed, or <br /> moved on the flood plain shall be constructed on fill at or above the flood pro- <br /> tection elevation for the particular area. The fill shall be not less than one <br /> foot below the flood protection elevation for the particular area and the fill <br /> shall extend at such elevation at least 15 feet beyond the limits of any struc- <br /> ture or building erected thereon. <br /> b. The basement floor shall be at or above the regional flood elevation, unless a <br /> community wide exemption allowing flood proofing of basements has been granted <br /> by the Federal Insurance Administration (FIA) of the Federal Emergency Management <br /> Agency (FEMA) . <br /> (3) COMMERCIAL: In commercial areas, any structure or building which is to be erected, <br /> constructed, reconstructed, added to or moved into the flood fringe area shall <br /> meet the requirements of Section 10.53 (d) (2) (a) and 10.53 (d) (2) (b) above. <br /> Certain yards, parking lots and other accessory land uses may be at lower eleva- <br /> tions. However, no such area in general use by the public shall be inundated to <br /> a depth greater than two feet or subjected to flood velocities greater than four <br /> feet per second upon the occurrence of the regional flood. <br /> (4) MANUFACTURING AND INDUSTRIAL: Manufacturing and industrial buildings, structures <br /> and accessory uses shall be elevated or flood-proofed, in accordance with Section <br /> 10.56 (e) to two feet above the regional flood elevation. Measures shall be taken <br /> to minimize interference with normal plant operations especially for streams having <br /> protracted flood durations. Certain accessory land uses such as yards and parking <br /> lots may be at lower elevations subject to requirements set out in Section 10.53 <br /> (d) (3) . <br /> (5) The storage di processing of materials that are buoyant, flamable, explosive, or <br /> which in times of flooding, could be injurious to human, animal, or plant life, <br /> shall be at or above the flood protection elevation for the particular area or <br /> flood proofed in compliance with Section 10.56 (e) of this Ordinance. <br /> (6) UTILITIES: Construction and substantial improvements to utilities may be permitted <br /> provided that they are flood proofed to the flood protection elevation pursuant to <br /> Section 10.56 (e) . <br /> (7) SEWAGE SYSTEMS: All on-site sewage disposal systems shall be flood proofed to the <br /> flood protection elevation pursuant to Section 10.36 (e) and shall meet the appli- <br /> cable provisions of local zoning ordinances and Wis. Admin. Code H 62.20. <br /> (8) WELLS: All wells, whether public or private, shall be flood proofed to the flood <br /> protection elevation pursuant to Section 10.56 (e) and shall meet the applicable <br /> provisions of Chapters NR 111 and NR 112, Wis. Admin. Code. <br /> (9) SOLID WASTE DISPOSAL SITES: All solid waste disposal sites, whether public or pri- <br /> vate, are prohibited in flood fringe areas. <br /> 10.54 GENERAL FLOOD PLAIN DISTRICT (GFP) <br /> - ._5 <br />
