(6) Submit copies of map and text amendments and annual reports to the Federal <br /> Insurance Administration of the Department of Housing and Urban Development. <br /> (7) Maintain a file list of all documentations of certified elevations. <br /> (8) ADMINISTRATIVE PROCEDURES: <br /> a. ZONING PERMIT: A zoning permit shall be obtained from the Zoning Administrator <br /> before any new land use, change in use, or development as defined in 10.59 (a) <br /> (9) , subject to the provisions of this ordinance, may be initiated. An applica- <br /> for a zoning permit shall be made to Zoning Administrator upon forms furnished <br /> and shall include, for the purpose of proper enforcement of these regulations, <br /> the following data: <br /> 1. Name and address of the applicant and property owner; <br /> 2. Legal description of the property and type of proposed use. <br /> 3. A sketch showing the dimensions of the lot and locations of the buildings from <br /> lot line, centerline of abutting highways and highwater mark of any abutting <br /> watercourse; <br /> 4. All information concerning any private water or on-site sewage disposal system <br /> to be installed, including a sketch showing surveyed location of wells, streams, <br /> lakes, buildings, privies and septic tank systems within 100 feet of proposed <br /> sewage disposal site. <br /> b. CERTIFICATE OF COMPLIANCE: No development as defined in this Chapter shall take <br /> place, no vacant land in the flood plain shall be occupied or used and no building <br /> hereafter erected, altered or moved, shall be occupied until the applicant obtains <br /> a Certificate of Compliance. The Zoning Administrator shall require that the <br /> applicant submit a certification by a registered professional engineer or archi- <br /> tect that the finished fill and building floor elevations and other flood plain <br /> regulatory factors were accomplished in compliance with appropriate flood plain <br /> zoning provisions and other flood plain regulations; the applicant shall submit <br /> such certification for all new construction and substantial improvements. Upon <br /> written request from the owner, the Zoning Administrator shall issue a certificate <br /> of compliance for any building or premises existing at the time of the adoption <br /> of this ordinance certifying, after inspection, the extent and type of use made <br /> of the building or premises and whether or not such use conforms to the provisions <br /> of this ordinance. Certificates shall be subject to the fees provided in 10.25 <br /> (9) (f) . <br /> c. OTHER PERMITS: It is the responsibility of the applicant to secure all other <br /> necessary permits from all appropriate Federal, State, and local agencies, in- <br /> cluding those required under Section 404 of the Federal Water Pollution Control <br /> Act amendments of 1972, 33 U.S.C. 1334. <br /> (b) COMMITTEE <br /> The Committee shall have the duties and responsibilities prescribed in ss 10.255 (1) <br /> of this Ordinance. <br /> (c) BOARD OF ADJUSTMENT <br /> (1) In addition to the provisions of ss 10.26, the Board shall forward a copy of all <br /> decisions made under this section (10.50 - 10.59) to the appropriate district <br /> office of the Department of Natural Resources. <br /> (2) MAPPING DISPUTES: The following procedure shall be used by the Board of Adjust- <br /> ment in disputes of a flood plain zoning district boundary: <br /> a. Flood district boundaries: When the location of the flood plain or floodway <br /> district boundary is established by experience flood maps or engineering studies <br /> pursuant to Section 10.52 (b) 10.53 (b) 10.54 (b) of this Ordinance, the flood <br /> elevations or "flood profiles" for the point in Question shall be the governing <br /> factor in locating the district boundary. If no elevation or profiles are <br /> available to the Board, any other available evidence may be examined. <br /> b. In all cases, the person contesting the location of the district boundary shall be <br /> given a reasonable opportunity to present his case to the Board of Adjustment and <br /> if he chooses, submit his own technical evidence. If the Board determines that the <br /> district boundary as mapped is incorrect, the person contesting the location of the <br /> boundary map then proceeds to petition the County Board for a map amendment, pur- <br /> suant to section 10.57 (b) of this ordinance. <br /> - 57 - <br />
