. Amend ss ann®g ea to read as follows: (h) Construe ion of lagoons connected to a navigable body of water for the purposes of private development shall be prohibited. A special exception permit shall be required before con- struction or dredging of any other artificial waterway, canal, ditch, lagoon, pond, lake or similar waterway which is within 300 feet of a navigable body of water. In passing on a special exception permit, the board of adjustment shall evaluate the effect of the proposal on erosion and sedimentation both during construction and thereafter, water qua- lity, stream flow, fish life, aquatic plants, and flooding, and evaluate the measures pro- posed to prevent harmful changes. The board of adjustment may require as a condition of approval of a special exception permct for an excavated pond or ditch that the specifica- tions found in the USDA-SCS Technical Guide or as amended from time to time, be followed in their construction.
