<br />trol Permit Application Review
<br />Facility Description.
<br />Bemis Packaging, Inc. - Oshkosh North,
<br />located at 3550 Moser Street, Oshkosh,
<br />Winnebago County, Wisconsin, FID
<br />471039800, submitted to the Department
<br />of Natural Resources (DNR) a permit ap-
<br />plication, including plans and specifica-
<br />tions for the construction and operation
<br />of a flexographic press and the revision of
<br />471039800-P30 for operation of a flexible
<br />packaging facility.
<br />Air pollution control construction permit no.
<br />16-JJW-116.
<br />Air pollution control operation permit revi-
<br />sion no. 471039800-P31.
<br />The Wisconsin Department of Natural Re-
<br />sources issues Air Pollution Control Op-
<br />eration Permits for sources of emissions,
<br />as required by for
<br />NR 407, Wis. Adm.
<br />Code, and Title V of the Clean Air Act (Act).
<br />The draft operation permit also contains
<br />no revisions to Title I conditions.
<br />Application Review.
<br />DNR has made a preliminary determina-
<br />tion that the application meets state and
<br />federal air pollution control requirements
<br />and that the permit should be approved.

<br />Resources Bureau of Air Management

<br />This is a preliminary determination and
<br />doesnot constitute a final approval from
<br />the Air Management Program or any other
<br />DNR sections which may also require a
<br />review of the project.
<br />Public Comments.
<br />Interested persons wishing to submit
<br />written comments on the application or
<br />DNR's review of it or wishing to request
<br />a public hearing should do so within 30
<br />days of publication of this notice. Posting
<br />and Public Comment Deadline dates can
<br />also be found on 'Air permit public notic-
<br />es" web page located at http://dnr.wi.gov/
<br />cias/am/amexterna I/publ ic_notices. aspx.

<br />be sent to:

<br />If a hearing is requested, the requester
<br />shall indicate their interest in the permit
<br />and the reasons why a hearing is warrant-
<br />ed. Information on the public commenting
<br />and hearing process is available at http://

<br />Reasonable accommodation, including
<br />the provision of informational material in
<br />an alternative format, will be provided for
<br />qualified individuals with disabilities upon
<br />request.
<br />For Part -70 sources, the revised operation
<br />permit will not be issued until the United
<br />States Environmental Protection Agency
<br />(US EPA) has an opportunity for review.
<br />After all comments received during the
<br />public comment period have been consid-
<br />ered, a proposed revised operation permit
<br />will be drafted and sent to the US EPA for
<br />review. DNR will post the start date of the
<br />US EPA review on the Internet at http://
<br />dnr.wigov/air/permits/permitsearch.html.
<br />Any person may petition the US EPA un-
<br />der 40 CFR Part 70.8(d) within 60 days
<br />after the expiration of US EPA's 45 -day
<br />review period to make an objection to the
<br />operation permit revision. DNR will post
<br />the deadline for this petition on the Internet
<br />at the above address. Unless the US EPA
<br />objects in writing to the issuance of the op-
<br />eration permit revision as proposed within
<br />US EPA's 45 -day review period, DNR will
<br />issue the final operation permit revision as
<br />proposed
