Schedule A <br />Scope of Services <br />1) The Dane County Planning Division will provide comprehensive planning services to the Town of <br />Primrose to develop a comprehensive plan to meet state mandated requirements. As is described in <br />state law (state statutes section 66.1001), the town must adopt a public participation plan prior to <br />commencing the planning process. Following enactment of this contract, the Planning Division will <br />work with the town to develop and adopt a public participation plan, including incorporation and <br />implementation of participation strategies the town has already determined. The town will have the <br />option to address specific planning needs or goals, including, but not limited to, public participation <br />enhancements such as a survey instrument. <br />The planning process will address each of the nine required comprehensive plan elements, including <br />1) Issues & opportunities, 2) Housing, 3) Transportation, 4) Utilities & community facilities, 5) <br />Agricultural, natural and cultural resources, 6) Economic development, 7) Intergovernmental <br />cooperation, 8) Land use, and 9) Implementation. Additional emphasis will be given to the land use <br />and agriculture element and any other elements deemed of particular importance by the town (please <br />refer to attachment la for a list and description of the nine elements). <br />2) The town will have the option of adopting portions of the county comprehensive plan by reference <br />for elements that the town believes are not directly applicable. However, the planning process and <br />timeline will be designed to cover all nine elements and shall provide opportunity for the town to <br />stipulate goals and objectives and preferred policies or programs for each element, in the event the <br />town chooses to adopt portion(s) of the county's comprehensive plan. <br />3) Planning services shall commence upon execution of this contract and will continue until completion <br />of the plan, which shall be accomplished no later than March 31, 2009. <br />4) Mr. Brian Standing will be the lead planner for the Primrose Comprehensive Plan. In the event that <br />Mr. Standing is no longer employed by Dane County, the town will have the option to reconsider <br />this agreement. <br />5) Town Chair Dale Judd, Town Clerk Winnie Losenegger and F.
