Included in this chapter, 25.11(20) allows for exceptions to the competitive bidding <br />process for a variety of reasons. <br />Below is a list of exceptions specified in the ordinance. Choose the one most <br />appropriate to your request. <br />Emergency procurement <br />X Only one vendor possesses the unique and singularly available ability to meet <br />the Department's requirements <br />X When unique and specific technical qualifications are required <br />When special adaptation for a special purpose is required <br />When a unique or opportune buying condition exists <br />III. State your rationale for request for waiver. Please be specific. <br />This request is for the purchase of Flared Stainless Steel Pipe with Naval Bronze Cap, Public <br />Land Survey Corner Monuments and accessories (thin line marking posts, spikes and stamped <br />washers. <br />We have developed a specific set of standards based on the materials we are able to obtain <br />from this vendor. We strongly want to continue that standard to have uniformity across the <br />county. This standard monument is consistent with the US Bureau of Land Management <br />specifications. <br />We have located one other vendor on-line that will manufacture similar monuments. The <br />price quoted was estimated by them to be roughly 30% higher than our local vendor. These <br />are very bulky and very heavy objects, and by ordering from this local vendor we are able to <br />save a substantial amount on freight charges by picking up our orders at the fabrication <br />facility. <br />
